    Goals / remit

VASAB - Vision and Strategies around the Baltic Sea - is an intergovernmental network of 11 countries of the Baltic Sea Region promoting cooperation on spatial planning and development in the Baltic Sea Region. It is a cooperation of ministers responsible for spatial planning and development of 11 countries of the Baltic Sea Region, including Norway, Russia and Belarus.

VASAB focuses its work on the following issues:
Active influence on the preparation and the implementation of Baltic programmes for trans-national and cross-border territorial co-operation;
Active participation in the European process of territorial cohesion;
Stimulate and support projects that create model solutions in addressing common social, economical and ecological trends that have significant spatial effects;
Initiate and organize an exchange of knowledge and expertise on innovative spatial planning and development approaches, and to present and discuss these in international fora.



VASAB is the Horizontal Action Leader of the Horizontal Action „Spatial Planning” in the current EU Strategy for the Baltic Sea Region (EUSBSR). The Horizontal Action Leader facilitates the involvement of and cooperation with relevant stakeholders from the entire macro-region to implement and follow-up the Horizontal Action towards targets and indicators defined.
The overall task of the Horizontal Action "Spatial Planning" is to achieve territorial cohesion perspective of the BSR by 2030, i.e. the Region is a well-integrated and coherent macro-region, and it has overcome the socio-economic development divides between its individual parts and turned the global challenges into assets.
Strategic target of the Horizontal Action is to draw up and apply of trans-boundary, ecosystem-based Maritime Spatial Plans throughout the Region in 2020. It means the Baltic Sea countries should aim at developing national maritime spatial plans by applying an ecosystem-approach, and that the planning should be coherent across the borders which calls for close trans-boundary cooperation.
