Other contact information: AFLRA is a national association that represents all Finnish local and regional authorities (320 municipalities and 20 regions). In Finland the local authorities are responsible for providing a wide range of services to their residents. Their budgets represent over 50 % of the total public sector expenditure and they employ almost 20 % of the country’s working population. The services of AFLRA span all areas of municipal operations. Emphasis is placed on a stable and consistent relationship between local and central government, autonomy, democracy and management, services, regional development and employment. AFLRA plays a key role in the national level policy making process. Our office in Helsinki employs almost 300 experts.

AFLRA provides services for local and regional authorities also in international and EU matters and looks after their interests in the European Union. The Association has had an established office in Brussels since 1992. The Association also acts as the Secretariat for the Finnish delegation in the Committee of Regions as well as for the Council of Europe’s Congress of Local and Regional Authorities of Europe (CLRAE).

AFLRA’s Brussels Office follows closely the decision making process of the European Parliament on the policy areas which are important to the Finnish authorities on regional and local level. Especially important policy areas are the internal market and public services, finance and economy, regional policy and rural development, social and health services, employment, education, environment, energy and transport. Our work is done in close co-operation with the European Parliament and especially its Finnish delegation.

Goals / remit

Goals / remit of the organisation: The Association provides services in Finland’s two national languages – Finnish and Swedish.

The Association’s goal is to promote the opportunities for local authorities to operate and co-operate and to enhance their vitality and viability for the benefit of the residents. The Association’s vision for the future encompasses the core values of the Finnish welfare society: good basic services, living democracy and sustainable environment.

The Association employs almost 300 experts, who provide lobbying services, research and development services and other expert services for local authorities.

The services provided by the Association span all areas of municipal operation: social and healthcare services; education and culture; community, technical and environmental concerns; regional and industrial development; municipal finance; legal matters; the Information Society; local government development and research; communications; and international affairs.

The Commission for Local Authority Employers is also part of the Association. It promotes the interests of Finnish local and joint authorities in labour market issues.

The Association has set as its priorities to develop municipal management and local democracy, to reinforce services and improve performance, to ensure stable municipal finances and to curb climate change.

The Association’s operations are managed by a Council and a Board consisting of representatives of local authorities and elected every four years. The Council has 76 and the Board 15 members.

The House of Municipalities, the Association’s main office, is located in Helsinki. The Association has an office in Brussels since 1992.

The co-operation with the European Parliament is one of the main tasks of the AFLRA Brussels Office that requires frequent and regular contact to the European Parliament. For this reason we need to register to the Transparency Register.

The Association is a member of several international organisations, such as the United Cities and Local Governments (UCLG) and the Council of European Municipalities and Regions (CEMR).

The Association also acts as Secretariat for the Finnish delegation to the EU’s Committee of Regions as well as for the Council of Europe’s Congress of Local and Regional Authorities of Europe (CLRAE).

The Association follows the activities of other international local government organisations whose memberships include Finnish local and regional authorities. The Finnish Regional Councils are members of the Assembly of European Regions (AER), the Association of European Border Regions (AEBR), the Conference of Peripheral Maritime Regions of Europe (CPMR).
