BADIL is a not for profit organization, and does not carry a specific partisan, religious, or ethnic identity. BADIL is concerned with the Palestinian refugee issue as a central issue of the Palestinian national struggle. BADIL works for the implementation of Palestinian Residency and refugee rights as enshrined in international law, and UN Resolutions and conventions. It is legally owned by a General Assembly which is composed of Palestinian activists and human rights defenders.
Vision: BADIL is guided by a firm commitment to the principles of international law, in particular International Human Rights Law, including a role for the people in bringing about social and political change for freedom from racism, foreign occupation and colonial domination, and for self-determination.
Mission: To empower Palestinians, in particular refugees and IDPs, and assist local, regional and international actors to achieve a situation where international law and best practice are applied so that forcible displacement of Palestinians will end, and durable solutions and reparations for the displaced can be implemented.
The strategic plan is based upon three programs/pillars:
1. Building a consensus about the root causes of Palestinian ongoing displacement and dispossession
2. Building a consensus on a rights-based strategy based upon international law, relevant resolutions and principles of justice.
3. Building stronger civil society actions and campaigns to generate more political will among duty bearers to respect international law and protect the rights of the Palestinian people, including the right of return of refugees and IDPs.
The predominant cross-cutting theme of the strategic plan is awareness of, promotion of and realization of human rights, particularly the right of return; secondary cross-cutting themes are good governance and gender awareness and equality. Furthermore, each program is infused with internal and external components; that is to say that BADIL operates and implements its initiatives, projects, and activities on local, national, regional and international levels.

BADIL organizational structure is comprised of two units and one support team. The support team, which facilitates the activities of the two units and handles the administrative affairs of the organization, is led by the Director and contains an accountant, administrative organizer, fundraiser*, secretary and receptionist. The Resource, Research and Legal Advocacy Unit is responsible for BADIL’s publications, research and intervention with duty bearers is comprised of a Unit Coordinator, Legal Advocacy Program Coordinator, Legal Research Program Coordinator*, Production Program Coordinator, Web Developer, Field Researcher*, Legal Researcher* and 3 legal advocacy consultants based in the US, Geneva and Brussels**. The Campaign for the Defense of Palestinian Refugee Rights Unit contains a Unit Coordinator, Networking and Advocacy Officer, Community Mobilization Officer* and an Outreach Organizer.
BADIL is managed institutional by the Executive Committee which is comprised of the Director and the two Unit Coordinators.
BADIL has a 44-member General Assemble and a 9-member Board of Directors elected every 2 years.
