Goals / remit

Goals / remit of the organisation: The network Arco Latino was born based on the territorial cooperation experience gathered during the 90s, officially becoming an association in 2002. It is located in the north-western Euro-Meditearranean area, making up a macro-region that shares geographical, cultural, economic and social similarities
As a space for political and technical cooperation, Arco Latino is formed by intermediate Mediterranean local authorities. Their current members are Spanish Provincial Councils and Insular Councils, French Departments and Italian Provinces, thus representing 10% of the European Union population and territory.
Because of its potential, Arco Latino is able to be specially heard by European institutions so that Mediterranean and local perspective is embodied in the formulation of their policies and regulations, thus defending the interests and needs of both its territory and its citizens
Its objectives are as follows:
- to formulate an integrated development and planning strategy for the Arco Latino area, by mobilising socio-economic players, following a bottom-up approach;
- to establish regular, dynamic and flexible consultation, focusing on key regional development issues;
- to work on joint initiatives and projects;
- to defend the interests and needs of participating regions vis-à-vis national and European institutions;
- to open up an area of cooperation with the countries to the south of the Mediterranean

In Arco Latino the main lobbying ACTIVTIES are:

+ Participation in Open consultation from the European commission (all issues under the social, economic and territorial cohesion and related to the cooperation in the Mediterranenan).
+ Participation in Task forces and contribution to opinion documents of the Committee of the Regions
+ Participation in the Structural Dialogue between the EC and the European Associations.
+ Organisation of seminars and conferences in Brussels in issues related to the Intermediate local governments from a Mediterranean perspective.
+ Participation in the Open Days in Brussels (speakers and attendance)
+ Invitation to European Institutions representatives to the Anual General Assembly of Arco Latino
+ Sending the political declaration that every Arco Latino Executive Board approves (3-4 per year)

The lobbying SUBJETS that matters ARCO LATINO are:
1. Regarding SOCIAL COHESION issues, the network is focused on fields like the promotion of equal opportunities; the impact of demographic changes and migrations; the promotion of intercultural and intergenerational dialogue; health and welfare for the population; actions in favour of active Citizenship and the rights of citizens; it also values the artistic and cultural, material and immaterial Mediterranean heritage as a vector for common values.

2. Searching ECONOMIC COHESION, Arco Latino promotes the development of Competitiveness, Innovation and Sustainable Economy in its territories; employment measures and policies; it favours promotion and internationalization of small and middle-sized business, and works to promote the territory.

3.Regarding TERRITORIAL COHESION, work is being carried out on issues such as multilevel governance, territorial planning, local development and infrastructures connecting the Arco Latino space. Also issues such as the fight against climate change and adaptation to its effects, research and the use of renewable energies, as well as protection of natural areas and biodiversity and agricultural policies.

4. COOPERATION IN THE MEDITERRANEAN
The network establishes institutional relations and decentralized public cooperation actions between its members and other local administrations from the whole Mediterranean basin having as main target the reinforcement of its capacities in the field of its competences.

Parallel to the work developed together with its members, Arco Latino takes part in Euro-Mediterranean forums (ARLEM) and maintains active collaboration with several networks of local Euro-Mediterranean governments and European institutions, standing out its participation in consultations, structured dialogues and platforms for information exchange and good practices.
