Le BEAF a été créé par l'Assemblée Permanente des Chambres de Métiers et de l'Artisant APCMA, qui regroupe 107 Chambres de métiers départementales et 22 chambres régionales, et par l'Union Professionnelle Artisanale UPA qui fédère 50 fédérations professionnelles et 4500 syndicats départementaux de l'Artisanat regroupés au sein de la Confédération du Bâtiment- CAPEB, la Confédération des métiers et services CNAMS et la Confédération de l'alimentation de détail CGAD. L'UPA est partenaire social national.
L'APCMA et l'UPA agissent en faveur des 920 000 entreprises artisanales.
Le BEAF a pour objet de veiller à la prise en compte des orientations de l'Artisanat français lors de l'élaboration des textes communautaires et de favoriser les interventions de l'APCMA et de l'UPA auprès des Institutions communautaires.

Le budget général de fonctionnement et d'activités du BEAF est de 180 000@.
Les coûts directement liés à l'activité de représentation des intérêts entrent dans le fonctionnement général de l'activité du BEAF et ne font pas l'objet d'un poste spécial, mais ils peuvent, str, être estimés à 10 000€. Les organisations membres APCMA et UPA gèrent des actions directes dans le cadre européen indépendamment du BEAF .
