Goals / remit

Goals / remit of the organisation: EuroGeographics is the membership association, and representative body, of the cadastral, mapping and land registry authorities of Europe. We currently bring together 56 definitive information authorities from over 40 countries, providing a strong, unified and well-respected voice. We provide a single point of contact for communication with these authorities, our members, and a platform for the exchange of information and best practice.
EuroGeographics and its members are developing an infrastructure to integrate their information to deliver the definitive European Location Framework. By sharing best practice and creating standard data specifications and policies, EuroGeographics aims to ensure that members’ geo-information is fully interoperable. This will contribute to Europe the quality geo - information it needs to support smart sustainable growth to support the Europe 2020 strategy.
The Association pursues activities of a not-for-profit nature and of international character in accordance with the title III of the law of 27 June, 1921 on non-profit organizations, non-profit international organizations and foundations.
The Purpose of the Association is to further the development of the European Spatial Data Infrastructure (the European Location Framework) through collaboration in the area of geo- information (which includes geographic information, topographic, cadastre, land, location, spatial & mapping information) along with the representation of the EuroGeographics’ membership and its members capabilities.
The Association is active in Europe and between Europe and other regions or other parts of the world. This co-operation aims to the following objectives:
• provide a single interface to Europe's national Mapping and Cadastral Agencies ;
• facilitate a knowledge exchange network ;
• strengthen and develop the network of committed, motivated Members, encourage collaboration and professional recognition;
• provide an information service for Members, stakeholders and civil society;
• participate in EU programmes and policies including legislative development;
• promote Members national and pan-European products and services, and their role in providing the reference data for the European Spatial Data Infrastructure (ESDI); and European Location Framework (E.L.F.);
• as appropriate; create, maintain, distribute, interoperable reference datasets and related services to support cross border or pan-European requirements and to further the progress towards the ESDI;
• achieve interoperability of our Members’ national land and geographic information, including the realization of a European Location Framework (E.L.F) to provide Europe and the EU with a valuable information asset to support its long term strategies;
• promote EuroGeographics as the authoritative voice for geographic information in Europe and the EU.

Complementary information: EuroGeographics core activity includes: carrying out funded projects related to delivering the European Spatial Data Infrastructure (European Location Framework); the licensing of geo-information products and services based on our Member’s data; the Representation of our members and their capabilities. Each of these is underpinned by our knowledge exchange networks, internal & external communications, governance structure and administration. The Association has a FTE staff of seven. The estimate of persons involved in Register activities is based on the contributions of two staff (and potential from a third) plus the President, Directors and experts to Register activities taking account of their work on the Association’s other activities. This estimate shows a small reduction on last year though we expect it to rise during the year (when we can update as appropriate).

Activities

Main EU initiatives covered the year before by activities falling under the scope of the Transparency Register:


EuroGeographics undertook representation activity in two main areas relating to:
i) Public sector information, in particular the review of the Public Sector Information Directive; and ii) the European Earth monitoring programme (GMES), in particular the contribution of members to the in-situ element and data policy.
In addition the Association contributed to discussions on; i) the contribution of geo- information to the Digital Agenda (DAE) ii) towards a common EU Location Strategy iii) the geographic aspects of the ICT-PSP and funding programmes.

We expect the coming period will see increased activity around the case for a European Locations Strategy, the delivery of a European Location Framework, and explanation of the contributions our members make to delivery of European policy and benefits to society.

EuroGeographics was formed as an association in France in 2001 following the amalgamation of two already existing organizations. In 2011 EuroGeographics received Royal Assent as an AISBL in Belgium and the process of winding up the French association and the transition to full operations of the AISBL began. From January 2012 EuroGeographics has operated as an AISBL in Belgium. Pending final accounts, the financial information given above is from the working budget and projected out turn figures from November 2012.
Traditionally the Association has had three main sources of income: member subscriptions; licensing revenue (including procurements); project funding (grants). The figures for 2012 do not include any grants or project funding and income is from member’s subscriptions and licensing (including procurements) as although the Association did bid for grant project funding none was forthcoming for 2012. It is expected that EuroGeographics will continue to bid for project funding and we would hope to be able to include it again as part of our funding streams in 2013 -2014 onwards.
