ECDL Foundation's mission is to enable proficient use of Information and Communication Technology (ICT) that empowers individuals, organisations and society, through the development, promotion, and delivery of quality certification programmes throughout the world.

ECDL Foundation advocates for the importance of digital literacy for all irrespective of age, gender and location.
ECDL Foundation's values are:
Social Responsibility: as a not-for-profit organisation, we are committed to improving digital skills proficiency within society. Our certification programmes are designed to be accessible to all citizens, irrespective of age, gender, status, ability or race.
Vendor Independence: our certification programmes give candidates the flexibility and freedom to acquire digital skills and confidently apply them in any software environment that they may be required to use.
Quality: we strive for continuous improvements in all that we do and ensure that our programmes are implemented to consistent standards internationally. The Foundation believes that all national reforms introducing IT infrastructure or services in government and society should be supplemented by investment in people to ensure that the Europe has the skills necessary to benefit from technology. Furthermore, the Foundation believes that allocated EU funding for education, training and human capital development should support initiatives and projects for IT training and certification as an objective measure of return on investment.
ECDL Foundation’s certification programmes are vendor neutral. This means that our programmes are not tied to any one brand of software and are designed to enable people to gain skills that can be used in any appropriate software environment.
