Eastern Norway consists of the eight regions Akershus, Buskerud, Hedmark, Oppland,Oslo, Telemark, Vestfold and Østfold. These counties together make up 30 per cent of the land area of Norway and, with a total of 2.4 million inhabitants, have just half of Norway’s population. Eastern Norway is the national centre of gravity in terms of both population and commerce and industry.
Eastern Norway County Network is a partnership consisting of the eight regional authorities of Eastern Norway. The regional authorities have two basic aims for participating in Eastern Norway County Network: • To influence the development of the region by making joint approaches to decision-making bodies that have importance for this development • To achieve better and more efficient solutions for their separate responsibilities through division of work and through joint projects and development work
Eastern Norway County Network is not able to act on behalf of the participating regions, but carries out the tasks that the regions agree to solve through Eastern Norway County Network. These tasks may be of both political and administrative character.
The Regional Cooperation Board is the highest body within Eastern Norway County Network.

The overall aim of ENCN is to:
• Further develop Eastern Norway as a sustainable and competitive region in Europe. • Secure a balanced and sustainable development within the region through polycentric development. This will help to ease the pressure on the capital region and strengthen the rest of the territory.
Eastern Norway County Network has main focus on: • Transport and communications • Education, training and competence-building • International cooperation
