Burson-Marsteller Brussels specialises in European Union and Europe-wide public affairs campaigns. Our expertise in corporate, media, digital and crisis communications services for international companies and organisations are part of our service offering. Behind the work we do helping a wide range of clients including trade associations, NGOs, companies and other organisations is a multicultural and stable team with significant experience advising clients on horizontal issues such as competition, employment, development and trade policy as well as across policy areas such as environment, food, healthcare, energy and transport.

Burson-Marsteller Brussels is a founding member of EPACA - the European Public Affairs Consultancies’ Association, where we helped shape the EPACA code of conduct, the aim of which is to promote the highest levels of professional conduct in the EU public affairs profession.

Our internal rules go further than the EPACA code and spell out in great detail the transparency measures that our consultants must observe. Burson-Marsteller supports the introduction of a mandatory register of all interest groups working with the EU institutions.

Burson-Marsteller Brussels has tried to take a very responsible approach to its ETI registration. Outlined below are the details of the approach taken.

To determine our total turnover linked to lobbying the EU institutions we:

1.started with our total fee revenue from 2011
2.deducted all revenue generated by services completely unrelated to the EU institutions (e.g. Belgian public relations or an Olympic candidate city campaign) or which involved absolutely no contacts with any official or politician of an EU institution
3.deducted revenue generated by lobbying EU member state governments where it was distinctly identifiable as such (as we understand the Commission has said this is not covered by the register).
4. included work which, while not lobbying, is very closely connected with the EU institutions and which, in pursuit of transparency should be declared, such as our support to the Polish Presidency of the EU Council of Ministers during 2011 (while excluding here that support which was entirely unrelated to the workings of the EU institutions).
5. We have also excluded from our list of clients those for whom we have worked exclusively on EU competition cases, as the Commission has suggested a specific exclusion for them.


The resulting figure became our total lobbying revenue for the purposes of the register. In total our approach has excluded from registration some € 1.835 million (ie. approximately 17 per cent of revenue).

Given the absence of detailed rules from the European Commission, we have had to make judgments in many cases about what was and was not EU lobbying – especially when we do both EU lobbying and other kinds of work for clients. Generally, we have imposed a very wide interpretation of what should be considered lobbying. If we were helping a client to engage with the EU institutions on an issue, we have generally counted all our efforts as lobbying (preparation, intelligence gathering, strategic advice, implementing contacts, etc) even if some aspects of the work could be excluded from registration based on informal guidance provided by the European Commission. Consequently, we believe we have reported more revenue from lobbying than a strict interpretation of such guidance might require.
