The objective of this Work Group is to pursue and support the Uniform User Management & Digital Signatures study project, and define the UUM & DS project's organisation, structure, methods, tools and scope as well as potential solutions' architecture, cost and plan. The implementation of the solution shall offer direct trader access at EU level meaning that traders need to build one interface instead of 27 for specific Customs IT systems, thus reducing redundancy, complexity and cost for trade. The group will explore the existing MS Identity and Access management systems for traders, explore and evaluate the feasibility of potential solutions for offering unified access for traders to central services and produce the Business Case and Vision Document for the UUM & DS Project initiation aiming at implementing the approved solution. This one and a half – year activitiy is the first essential step for Uniform User Management and Digital Signature Project implementation. During this initiation phase of the UUM and DS Project, the project group shall analyse and document the AS-IS situation for traders' authentication, authorisation and digital signatures in all 27 MS in the domain of Customs. It shall also study alternative solutions, document the recommended solution and present to Governance bodies of the European Commission all supporting information necessary for the approval of the implementation of the UUM and DS system.
