Mission:
This is a Project Group for doing the work on MRA with CH and NO and for the purpose of this need the group needs visits to NO and CH. The main purpose of the joint visits to customs offices (for example AEO centres) and companies would be to establish compatibility and determine potential divergences of the authorization and audit processes. In order to execute the comparison in a complete and comprehensive way we envisage the following actions: •comparison of all conditions and criteria on basis of legislation but also on basis of national implementation in CH, NO and EU; •comparison of authorization procedure on basis of legislation but also on basis of national implementation in CH, NO and EU; •comparison of audit on basis of legislation but also on basis of national implementation in CH, NO and EU; •comparison of monitoring of AEO status once authorization is given on basis of legislation but also on basis of national implementation in CH, NO and EU; •comparison of benefits granted to AEOs on basis of legislation but also on basis of national implementation in CH, NO and EU; •comparison of appeal procedures on basis of legislation but also on basis of national implementation in CH, NO and E; •visits to customs offices and companies that apply for AEO status in CH, NO. Possibly CH and NO would like to conduct reciprocal visits to the EU (it depends on the decision of CH and NO, nevertheless we need to consider this possibility); •technical discussions among AEO experts to define potential gaps/divergences and how to address these in order to determine compatibility of the respective AEO programmes. It has been agreed with MS that for the effectiveness of the work it is better if neighbour of CH and NO participated in the activities of the PGThe visits are necessary in order to identify the similarities and differences between the EU, CH and NO AEO programs. The first meeting is planned for the second or third week in March.
