Mission:
To provide clear recommendations on steps to be taken to support the emergence of state of the art e-procurement infrastructure throughout the single market, and to propose clear functional references for the design of critical e-procurement functions and procedures. To this end, the recommendations of the expert group will contain a blue-print for optimal, standard e-procurement processes, which comply with the legal and functional requirements set by the EU procurement directives, focusing on the pre-awarding phases. In particular, the blueprint will identify critical phases for all the parties concerned and make recommendations for standardisation and pilot projects.
