MoReq2 addresses the impact of technological change and the development of new standards and best practice since the publication of the original Model Requirements for the management of electronic records (MoReq) in 2001.
The updated specification includes a metadata model and xml schema and was written specifically to support the execution of independent compliance testing. To this end a suite of compliance tests were developed in parallel with the model requirements themselves.
The development of MoReq2 was overseen by the Secretariat General of the European Commission working closely with the DLM Forum. MoReq2 was prepared with financing from the European Union's IDABC programme.
