Retrieve goods information

All the goods to which tariff and commercial measures can be applied are described and identified using a code, called the goods nomenclature code or TARIC code. The TARIC module of DDS allows to retrieve the goods information (description, applicable restrictions on import/export, applicable duty rates and other measures on import/export) valid at a given date from a goods code and a given country of origin or destination.

Specify a goods nomenclature code, a country of origin/destination and a reference date and click the button 'Retrieve measures'. The goods information page for the selected code will be displayed.

The selected code might not be a TARIC code (it can be less than 10-digit long). In that case, the resulting page shows the description of the selected code and the restrictions and duty rates applicable on the all goods under the selected nomenclature code.

If no country code is specified, the applicable restrictions and duty rates are shown for every country.

It is also poosible to query the goods information using additional criteria by clicking on the [Additional criteria] button.

Select a goods nomenclature code

The goods code can be:

Country of origin/destination

The country of origin/destination can be selected in the dropdown list. This list represents all the countries and regions valid at the reference date.

In case of import into the European Union:

  • select the country of origin/destination of the goods,
  • or leave this field empty in order to display the community tariff for all possible origins.

In case of exports from the European Union:

  • select the country of origin/destination of the goods,
  • or leave this field empty in order to display the community legislation for all possible destinations.

Reference Date

All information handled in the TARIC domain of information of DDS2 is valid only during a certain time. A regulation, for instance, is only valid from a certain date, as are the measures it generates. Similarly, a measure type such as "Import control measure" (measure type 710) did not exist 15 years ago, but is valid now.
As a consequence, all requests for information must specify the date on which the information must be valid. This date is called the reference date.

All information on TARIC is returned for the reference date specified.
By default the reference date is set to the latest date allowed by the system.

In order to change this date, click on the "[change]" button next to the displayed reference date and:

  • select a date by navigating in the calendar using the arrow buttons,
  • enter manually the date in the text input field and type the "enter" key.

Browse goods nomenclature codes

The goods nomenclature browser can be displayed by clicking on the "[browse]" button or by typing the "enter" key in the "Goods code" field.

Fill out the "Goods code" field, then click on the "[browse]" button.

  • "Goods code" field contains less than two digits: the table of contents of the sections and the chapters is shown;
  • "Goods code" field contains two or more digits: the TARIC publication is opened at the point corresponding with the value in the "Goods code" field.

If the entered goods nomenclature code does not exist at the reference date, the nearest valid goods nomenclature code will be selected in the goods nomenclature browser.

In the nomenclature browser, the code entered in the "Goods code" field is in bold and highlighted in gray. In order to select a code, click on a code in blue and underline. This code will be selected and placed in the "Goods code" field. The nomenclature browser will disappear. Clicking on the other codes in black will expand or collapse them.

Examples:

  • "[browse]": shows table of contents;
  • 97 + "[browse]": show the top level headings in chapter 97;
  • 9705+ "[browse]": shows top level headings of chapter 97, plus subheadings of 9705.

Retrieve goods information using additional criteria

The goods information search can be refined using the following additional criteria:
  • Search text: a full text search can be performed on the goods nomenclature descriptions or on the measures textual fields;
  • Measure type: if a measure type is entered, the goods information corresponding to the specified measure type will be displayed;
  • Order number: if an order number is entered, the goods information having measures defining a Quota or Ceilings with the specified order number will be displayed;
  • Regulation: if a regulation is entered, the goods information defined by the specified regulation (modified, prorogated, suspended, etc) will be displayed;
  • Measure start date: the goods information whose the measure validity period is contained in the specified time interval will be displayed.

All the criteria will be combined in order to retrieve the goods information, even the goods nomenclature code and the country of origin/destination.

Goods information

The main concept of the TARIC domain of information is the measures. A measure is mainly the application, during a certain period of time, of an aspect of the community tariff and commercial legislation (a particular regulation) to goods (a particular nomenclature, additional code, or both) imported from a certain origin or exported to a certain destination (particular geographical area).

This page displayed the goods information and all the related measures depending on the criteria of the TARIC consultation page using the additional criteria or not.

The result is displayed as a goods nomenclature code hierarchy. The goods codes having measures corresponding to the specified criteria are displayed in blue. Clicking on a blue goods nomenclature code expands the measures for importation and exportation.

All the goods nomenclature codes are collapsed by default except if only one goods nomenclature contains measures to display. In that case, the measures of this goods nomenclature code will be displayd.

A maximum of 100 expandable goods nomenclature code are displayed by page. If more than 100 results are found, the other goods nomenclature codes can be displayed by clicking on "previous" or "next" in the navigation bar at the top and at the bottom of the page.

The goods nomenclature codes can be expanded by clicking on the [Show all information] button next to the page title. If the quantity of information is too large, the expand will not be possible on real time. In such a case, the user will be redirected to the deferred query page where he is asked to enter an email address. After having confirmed the request, the content of the page will be sent to these email address.

Retrieve goods information from a description

Click on the [Additional criteria] in the main DDS-TARIC page in order to display the fields allowing to search goods information from a description:

Enter a description in the "Search text" field and select on which information the search must be performed ("Goods nomenclature descriptions" or "Any measures textual fields"). In the combo box, select the language in which the search must be performed.

The list of all the goods nomenclature codes containing the entered description for the specified language are displayed. In this list, all the occurances of the searched description are yellow highlighted.

If the search language selected in the combo box is different than the language of the page, the searchable descriptions are displayed in both the languages. All the occurances of the searched description are yellow highlighted in the searched language.

Geographical area search

The geographical area search allows the search of countries using the following criteria:

  • ISO code: the iso code of the searched country.
  • Country name: the name of the searched country.
  • Country group code: the code of the group of which the country is member.

Please note that the query is limited to countries only (no regions, no groups).

As the geographical information evolves over time, the result of a query may change depending on the reference date.

Only one of the three selection criteria is taken into account in the following order:

  • If the ISO code is specified, the query will be performed using the ISO code criterium only.
  • If the ISO code is empty and if the Country name is specified, the query will be performed using the Country name criterium only.
  • If the ISO code and the Country name are empty and if the Country group code is specified, the query will be performed using the Country group code criterium only.

The geographical query always returns a result list with following four columns:

  • the Country ISO Code.
  • the Country name.
  • the Country group code.
  • the Geonomenclature code.

Sorting is always on the ISO code column.

It is also possible to perform a query using a prefix for the search. Entering "F" in the ISO code field will result in displaying the list of all the countries whose the ISO code starts with "F".

Search on regulations

This page allows the user to perform queries on the regulations valid at the reference date. Several criteria can be entered in order to filter the result:

  • Official Journal: this field allows to display only the regulations whose the official journal number is equal to the entered value;
  • Publication date: only the regulations whose the publication date is contained in the specified time interval are displayed;
  • Regulation date: only the regulations whose the regulation date is contained in the specified time interval are displayed.

If no criterium is specified, all the regulations are displayed.

For each returned regulation, a "measures" link is available. Clicking on this link redirects the user to the TARIC consultation page with the regulation field pre-filled. Next to this link, an "eurlex" link can be found if it is available.

A maximum of 20 regulations can be displayed by page. If more than 20 results are found, the regulations can be displayed by clicking on "previous" or "next" in the navigation bar at the top and at the bottom of the result list.
