Welcome to the WCO Europe Region

Heinz Zourek,
WCO Europe Region

The Vice-Chair's message to the WCO's Europe Region members

Dear colleagues,

As WCO Vice-Chair for the Europe region I welcome you to the website of the European Union's Customs Union.
Holding the Vice-Chair position is an honour and also an opportunity to promote regional customs policies, to encourage the active involvement of European Members in WCO activities, and to support regional co-operation.
During our chairmanship, we intend to focus on the following topical priorities:

  • Supply chain security and trade facilitation:

- Implementation of the WTO Trade Facilitation Agreement: promotion of the role for the WCO in capacity building and technical assistance; identification of gaps and priorities in the Europe region;
- Implementation of the Action Plan for the Economic Competitiveness Package; active participation in related events and contribution to the development and adaptation of relevant tools and instruments.
- Finalisation of the on-going SAFE Review;
- Promotion of the Authorised Economic Operator concept in the Europe region;

  • Globally Networked Customs:

- Development of exchange of information between customs authorities including in the context of the WTO Trade Facilitation Agreement;
- Promotion of standardised approaches, in particular: mutual recognition of Authorised Economic Operator programmes; mutual recognition of control results; global trader identification.

Active engagement with the private sector will be our standard way of working.

My team and I personally look forward to working as Vice-Chair and to representing the interests of the Europe region.

Heinz Zourek
