Export Control System (ECS)The first stage of an automated exportation system is ECS. The ECS is the first implementation of the eCustoms project and at the same time the second customs procedure beside the New Computerized Transit System (NCTS) for which a Europe-wide IT-solution is applicable. All efforts and attempts to lay down the groundwork for the implementation of the ECS are part of a complete strategy from an electronic customs perspective. This strategy is well recognized and supported in the Member States and has the intention eventually to provide a solution to exchange data not only between Customs but also with other governmental organisations and economic operators. The purpose of the ECS project is to provide a solution that will allow the customs offices involved in export procedures to exchange electronic messages in order - to automate the administrative flow of the operation,
- to elevate the effectiveness of controls against VAT, excise and other fraud,
- to expedite the flow of goods and
- to contribute to better supply chain security.
The ECS will apply to the movement of goods released for export and exported via another Member State , either covered - by declarations made under the normal export procedure, i.e. where a full declaration is submitted to the office of export, or
- by incomplete or simplified declarations made under simplified procedures.
Implementation of eCustoms has already started in 2003 through the pilot project Export Control System (ECS) in which currently 12 (from 25) Member States participate (Belgium, Germany, Italy, Spain, Sweden, United Kingdom, Czech Republic, Denmark, Portugal, Netherlands, Austria, Poland).
