Lisbon Treaty provisions on sport enter into force

With the entry into force of the Lisbon Treaty on 1 December 2009, EU-level cooperation and dialogue in the field of sport have entered a new era. Article 165 of the Treaty on the Functioning of the European Union (TFEU) provides the EU with a new competence aimed at developing the European dimension in sport.


The Treaty text calls on the EU to promote European sporting issues, notably by taking account of sport's specific nature, its structures based on voluntary activity and its social and educational functions. The Treaty allows for the adoption of incentive measures and of Council recommendations. The European Commission will present its ideas and make proposals for the implementation of the new provisions in the course of 2010. In the framework of this process, the Commission will ensure broad consultation of concerned stakeholders.
