Background

Following a Commission study on Young People's Lifestyles and Sedentariness’ in 2005 and political decisions in 2005/2006, a Working Group Sport & Health was set up. Based on the 2007 White Paper on Sport, it developed the EU Physical Activity Guidelines (EU PA GL), that were endorsed by EU Sport Ministers, meeting informally in 2008.

In its 2011 Communication “Developing the European Dimension in Sport”, the Commission recognises the concept of health-enhancing physical activity (HEPA), states that the implementation of national physical activity guidelines should be further developed and foresees concrete action to this effect, engaging the Commission and the Member States, who should, “based on the EU PA GL, continue progress toward the establishment of national guidelines, including a review and coordination process, and consider a proposal for a Council Recommendation in this field.”

Following a proposal from the Commission, the Council in November 2013 adopted a Recommendation (the first ever in the field of sport) on HEPA across sectors. This Recommendation will be implemented through a national focal point network, data collection as well as other initiatives. Monitoring will be based on the EU PA GL and a set of indicators developed on that basis.

On this basis, the European Commission has launched an invitation to tender for a study on the implementation of the EU Physical Activity Guidelines (public contract No EAC/19/2014, to be awarded by open procedure).

This invitation to tender follows the contract notice in the Official Journal of the European Union on 22 July 2014.
