The report delivers on the core task of the Social Protection Committee (SPC) to monitor the social situation in the Member States and the European Union. It is prepared by the Secretariat of the Committee and its Indicators' Sub-group. The report provides an analysis of recent trends in the social situation in the Member States and the European Union and shows that there has been little improvement in the overall situation in the EU, although trends are more mixed than in preceding years. Continuing disparities occur across Member States and the situation is worsening in several. The report focuses on the results from the latest edition of the Social Protection Performance Monitor (SPPM), which is based on a set of key indicators for monitoring developments in the social situation.

Proponowane podejście do pomiaru wpływu społecznego  (12/01/2015)

Środki pieniężne inwestowane w przedsiębiorstwa społeczne powinny być efektywnie wykorzystywane w celu wypełnienia ich misji społecznej. W sytuacjach, gdy mamy do czynienia z finansowaniem ze środków publicznych, wykazywane muszą być efektywne wyniki lub zaoszczędzone środki. Z tego względu potrzebny jest konsekwentny sposób pomiaru wpływu społecznego. W październiku 2012 r. grupa ekspertów ds. przedsiębiorczości społecznej GECES powołała ekspercką podgrupę ds. pomiaru wpływu społecznego, mającą doradzać w sprawie metodologii,
które mogłyby zostać zastosowane w europejskim sektorze przedsiębiorstwa społecznego. Ma to pomóc osobom zarządzającym funduszami społecznymi zdecydować, czy należy zainwestować w określone przedsiębiorstwo oraz umożliwić inwestorom i podmiotom udzielającym dotacji sprawdzenie, czy przedsiębiorstwo, które wsparli, osiągnęło zamierzone cele społeczne. Jednak nie są to jedyne zastosowania tego rozwiązania — będzie ich więcej zarówno na poziomie wewnętrznym, jak i zewnętrznym. W niniejszej publikacji przedstawiono proponowane podejścia do pomiaru wykorzystywanego do oceny i monitorowania.
