Developing personal and household services in the EU - A focus on housework activities  (19/09/2013)

This report looks at the impact that public policy has had on personal and household services (PHS) around the EU. Specifically, it considers those tools that aim at encouraging formal employment and discourage undeclared work. For this analysis care services are excluded, whilst the public policy tools analysed can be grouped in four categories: reducing the price, simplification of procedures through vouchers, new regulation on employment and fostering the emergence of a supply side. By analysing national data, the impact in terms of job creation, the black market share and the cost efficiency and redistributive impact of policies is considered. Growth potential of EU human resources and policy implications for future economic growth - Working Paper 3/2013  (18/09/2013)

Design and Commissioning of Counterfactual Impact Evaluations - A Practical Guidance for ESF Managing Authorities  (30/08/2013)

Evaluations of programmes and interventions financed through the European Social Fund (ESF) have proven challenging and have in many cases not allowed policy-makers to draw evidence-based conclusions regarding their effectiveness and efficiency. In order to strengthen future evaluations, the European Commission is encouraging Member States to increase efforts to develop credible evidence of ESF effects beyond what would have been achieved in the absence of ESF support. Such evidence requires counterfactual impact evaluations (CIEs) – i.e. comparison of results to estimates of what would have occurred otherwise. This guidance provides practical advice on some of the key questions that need to be considered when designing, commissioning and conducting CIEs. It is intended for ESF Managing Authorities (MA) and other bodies responsible for the implementation of ESF-funded programmes and interventions. The focus is on practicalities, though through necessity some technical issues are discussed. This publication is available in electronic format in English. Nei prossimi anni, il regolamento UE sulla classificazione, etichettatura e imballaggio (CLP) determinerà una variazione nella classificazione dei prodotti chimici per identificarne i rischi. Ciò comporterà dei cambiamenti nelle informazioni destinate ai consumatori di prodotti chimici e presenti sulle etichette e nelle schede dei dati di sicurezza (SDS). Le persone che lavorano con i prodotti chimici dovranno adattarsi a tali cambiamenti e questo documento funge da guida pratica. Più specificamente, spiega come i cambiamenti influiscono sulle responsabilità ai sensi di diverse direttive UE sulla protezione dei lavoratori (direttiva sugli agenti chimici, direttiva sugli agenti cancerogeni e mutageni, direttiva sui segnali di sicurezza, direttiva sulle lavoratrici in gravidanza e direttiva sui giovani lavoratori).

Over the next few years, new legislation known as the CLP regulation is changing how chemical products are classified to identify hazards, and how this information is communicated on labels and safety data sheets (SDSs). This document is intended to provide practical guidance to employers and workers on how the directly acting CLP regulation (Regulation (EC) No 1272/2008 on the Classification, Labelling and Packaging of Substances and Mixtures) will affect the following worker protection directives: • chemical agents directive (98/24/EC); • carcinogens and mutagens directive (2004/37/EC); • safety signs directive (92/58/EEC); • pregnant workers directive (92/85/EEC); • young people at work directive (94/33/EC). These directives have been implemented in the national legislation of each Member State. Information on this legislation and general guidance on how to comply will normally be available from the authorities responsible for occupational health and safety in each Member State.
