Este resumen del informe presenta la evolución que han tenido las relaciones laborales desde la última edición del informe, elaborado en 2010. Con la transformación de la crisis financiera en crisis de la deuda soberana, las reformas implementadas por los gobiernos han tenido un enorme impacto en las relaciones entre empresas, sindicatos y autoridades públicas. A pesar de que el diálogo social ayudó a resistir y a superar los primeros efectos de la crisis, su propia duración y profundidad han generado un contexto desfavorable para el diálogo social. No obstante, el resumen pone de relieve la importancia de garantizar la continuidad de un diálogo bien estructurado y subraya el compromiso de la Comisión para seguir apoyándolo y fomentándolo.

Investing in the green economy will be key to overcoming the employment crisis in the EU and driving economic growth. In order for the Commission’s integrated policy approach to work an environmental focus needs to be prioritised at Member State level as well. This review looks at whether and to what extent national and regional governments have refocused their policy efforts towards green sectors, and the nature of the policy efforts pursued. The European policy context for promoting transition to green growth is examined and the types of national/regional policies and measures identified, before the findings and lessons are summarised. The number of people aged 60+ is increasing at a fast rate and the result is a rapid increase in the dependency ratio. Alongside the associated risks for the sustainability of public finances, there are many opportunities as older people represent a valuable asset to society. These were discussed at the Peer Review held in Warsaw in October 2012 and hosted by the Polish Ministry of Labour and Social Policy. Representatives of eight Member States, the European Commission and stakeholder organisations attended the event. This report summarises the key issues discussed and the lessons learned. The Social Europe guide is a bi-annual publication aimed at providing an interested but not necessarily specialised audience with a concise overview of specific areas of EU policy in the field of employment, social affairs and inclusion. It also presents views on the subject from the Council Presidency and the European Parliament. The fourth volume in the series describes the vivid world of social economy organisations (such as cooperatives, associations, mutuals and foundations) as well as the more recent phenomenon of social entrepreneurship, i.e. business created to achieve social rather than financial goals. In addition, it illustrates trends towards greater social responsibility among citizens/consumers, for-profit companies and financial institutions. The Peer Review was hosted by the French Directorate General for Social Cohesion (France, 10-11 December 2012).
