As a result of the economic crisis, unemployment has increased across Europe, leaving many people in need of financial support to avoid falling into poverty as well as help to find a new job. In response to the high levels of unemployment brought about by the recession, European countries have increased expenditure on LMPs, including both ALMPs and passive measures providing income support, such as unemployment benefits. This European Employment Observatory (EEO) Review summarizes the key messages emerging from 33 national articles on the theme of ‘adapting unemployment benefit systems to the economic cycle’ which were produced in July 2011 by the EEO network of SYSDEM experts. The summary provides a discussion of unemployment and expenditure on labour market policies in Europe using data collected at European level; the different unemployment benefit (UB) systems and labour market incentives in place across the 33 countries covered by the Review; the different reforms to UB systems implemented across Europe during the economic crisis; and the national responses to the reform priorities identified in the Europe 2020 Framework. Economic restructuring requires a flexible workforce with a range of transferable skills. This publication analyses the role of such skills in career pathways and the labour market, and levels of skill transferability across sectors in the current context and during the years leading up to 2020. It also looks at the roles of actors involved in promoting transferability and methods for enhancing job mobility, before making final recommendations. PROGRESS (2007-2013) es el programa de la Unión Europea para el empleo y la solidaridad social, creado para proporcionar apoyo económico y, de esta forma, contribuir a la implementación de la Estrategia Europa 2020. Esta publicación describe los objetivos a largo y corto plazo del programa y ofrece varios ejemplos de cómo el programa apoya el desarrollo y la coordinación de la política social y laboral europea y de cómo las diferentes partes interesadas están implicadas en la elaboración de políticas a nivel nacional y de la Unión Europea. The Social Europe guide is a bi-annual publication aimed at providing to an interested but not necessarily specialised audience a concise overview of specific areas of EU policy in the field of employment, social affairs and inclusion. It illustrates the key issues and challenges, explains policy actions and instruments at EU level and provides examples of best practices from EU Member States. It also presents views on the subject from the Council Presidency and the European Parliament. This first volume in this series focuses on the biggest challenges the EU is facing in the area of employment. In particular, it describes EU actions to fight unemployment, develop new skills and create new jobs. It also explains the role of employment policy in the context of the Europe 2020 strategy and European economic governance. The last chapter outlines main orientations for EU employment policy in the future. This publication is available in printed format in English, French and German.

La Unión Europea ha identificado el restablecimiento del crecimiento económico y la provisión de más y mejores puestos de trabajo como los factores fundamentales en la lucha contra la pobreza. Con el fin de contribuir a alcanzar esto, la Comisión Europea propone la creación de una Plataforma Europea contra la Pobreza y la Exclusión Social. La presente Comunicación establece los desafíos que presentan la pobreza y la exclusión y describe la contribución de las diferentes políticas a la reducción de la pobreza y al aumento de la inclusión. Esta comienza por presentar un número de acciones asociadas y explicar el diseño y el contenido de la Plataforma. El Comité de Protección Social, un foro político para los Estados miembros y la Comisión Europea, ha elaborado su informe de 2011 sobre la dimensión social de la Estrategia Europa 2020. Este folleto resume el informe, presentando el trabajo realizado por el Comité de Protección Social, describiendo los objetivos relacionados con la pobreza y la exclusión social y analizando la situación actual y las tendencias en este ámbito. The PROGRESS programme provides financial support to help reach EU aims in the area of employment, social affairs and equal opportunities. This report gives an overview of the programme’s performance during 2010 in terms of progress towards the achievement of pre-defined immediate and intermediate goals. It also underlines the programme’s importance to participating countries as regards their involvement in PROGRESS activities and the relevance of outcomes to their needs. The report is available in electronic format in English, French and German.
EURES is a network comprising the European Commission, public employment services of European Economic Area countries and partner organisations, with Switzerland also taking part. It facilitates information exchange and cooperation on job vacancies and applications. This brochure contains the legislation which makes up the EURES legal basis, along with its Charter and Guidelines for 2010-13. The legislation includes extracts from the Treaties on the EU and its functioning, the Regulation on freedom of movement for workers which EURES implements and the Decision aiming to consolidate and strengthen EURES. The PROGRESS programme provides financial support to help reach EU aims in the area of employment, social affairs and equal opportunities. This fact sheet summarises the PROGRESS Annual Performance Monitoring Report 2010. Emphasis is placed on the programme’s contribution to and achievement of its mission over the past year, in an overview of deliverables and their use by policymakers, social partners, NGOs and other stakeholders.
