The main message of the report is that while the economic crisis continues to put pressure on social protection systems, EU priorities in this field must shift from tackling its consequences towards building resilient and effective social protection systems relying on solid structures, adequate benefits and sustainable financing. Developing personal and household services in the EU - A focus on housework activities  (19/09/2013)

This report looks at the impact that public policy has had on personal and household services (PHS) around the EU. Specifically, it considers those tools that aim at encouraging formal employment and discourage undeclared work. For this analysis care services are excluded, whilst the public policy tools analysed can be grouped in four categories: reducing the price, simplification of procedures through vouchers, new regulation on employment and fostering the emergence of a supply side. By analysing national data, the impact in terms of job creation, the black market share and the cost efficiency and redistributive impact of policies is considered. Growth potential of EU human resources and policy implications for future economic growth - Working Paper 3/2013  (18/09/2013)

Design and Commissioning of Counterfactual Impact Evaluations - A Practical Guidance for ESF Managing Authorities  (30/08/2013)

Evaluations of programmes and interventions financed through the European Social Fund (ESF) have proven challenging and have in many cases not allowed policy-makers to draw evidence-based conclusions regarding their effectiveness and efficiency. In order to strengthen future evaluations, the European Commission is encouraging Member States to increase efforts to develop credible evidence of ESF effects beyond what would have been achieved in the absence of ESF support. Such evidence requires counterfactual impact evaluations (CIEs) – i.e. comparison of results to estimates of what would have occurred otherwise. This guidance provides practical advice on some of the key questions that need to be considered when designing, commissioning and conducting CIEs. It is intended for ESF Managing Authorities (MA) and other bodies responsible for the implementation of ESF-funded programmes and interventions. The focus is on practicalities, though through necessity some technical issues are discussed. This publication is available in electronic format in English. French and German versions will be available in October 2013.

Változik a vegyi anyagok címkézése: milyen hatással van ez a munkavállalók védelmére?  (19/08/2013)

Az elkövetkező években az EU-nak a vegyi anyagok osztályozásával, címkézésével és csomagolásával kapcsolatos rendelete (CLP) megváltoztatja azt, hogy miként történik a vegyi anyagoknak a veszélyek beazonosítása érdekében történő osztályozása. Ennek nyomán változnak azok az információk, amelyeket a címkéken és biztonsági adatlapokon (SDS) közölnek a vegyi anyagok felhasználóival. A vegyi anyagokkal dolgozóknak alkalmazkodniuk kell ezekhez a változásokhoz, amihez ez a dokumentum gyakorlati útmutatóként szolgál. Konkrétan elmagyarázza, hogy a változások miként érintik az Ön azon kötelezettségeit, amelyeket az EU-nak a munkavállalók védelmével kapcsolatos különböző irányelvei (a vegyi anyagokkal, a rákkeltő anyagokkal és mutagénekkel, a biztonsági jelzésekkel, a várandós munkavállalókkal és a fiatal munkavállalókkal kapcsolatos irányelvek) határoznak meg.
