The Youth Employment Initiative (YEI) launched in 2013 provides funding of €6.4 billion to support youth employment by targeting young people aged below 25 years (or below 29 in some Member States) who are not in employment, education or training and who reside in the regions of the European Union particularly affected by unemployment. This study provides an overview of the implementation progress of the YEI from September 2013 to the end of November 2015 across the 20 eligible Member States. It also includes an in-depth analysis for a sample of countries and key points from the national evaluations.
This paper summarises 29 operational programmes financed by the European Social Fund and/or the European Regional Development Fund under the objective “enhancing institutional capacity of public authorities and stakeholders and efficient public administration” (thematic objective 11). It was prepared with the view of informing the evolution of the ‘Quality of Public Administration Toolbox for Practitioners’, a practical guide for civil and judicial administrations to the challenges of good governance.
On 26 April 2007, the European social partners BUSINESSEUROPE, UEAPME, CEEP and ETUC signed an autonomous framework agreement on violence and harassment at work which requires that the member federations of signatory parties cooperate on the improvement of working conditions by establishing and promoting mechanisms to identify, prevent and manage problems of harassment and violence occurring at the workplace. This study and annexes provide an assessment of the implementation of the agreement at national level, while taking into account the procedures and practices specific to management and labour in each country, as well as information on the extent of the phenomenon across Europe.

This paper is a joint effort by the OECD and the European Commission to make a first evaluation of the situation on refugees on the labour market. It is based on the 2014 EU Labour Force Survey. Available evidence confirms that refugees are one of the most vulnerable groups when it comes to labour market integration but show however, significant differences across European countries.
This policy brief on strategies and policies to scale the social impact of social enterprises was produced within a multiannual cooperation between the LEED programme of the OECD and the Directorate General Employment, Social Affairs and Inclusion of the European Commission. It begins by explaining what a social enterprise is and what scaling means in the context of social enterprises. It then compares the scaling patterns of social enterprises and conventional enterprises, looking at social impact vs. profit maximisation, the types of goods and services involved, and stakeholder relations. It goes on to examine specific strategies for scaling impact and also highlights the challenges and policy responses connected with this.

institutioner och sociala parter i syfte att ytterligare stärka den sociala dialogen på EU-nivå och nationella nivåer.
Addressing long-term unemployment is one of the objectives of the European Network of Public Employment Services (PES), as defined in Art 2 of the Decision on enhanced cooperation between PES. In its work programme for 2015, the Network included activities addressing the role of PES in the area of long term unemployment including (at the request of the European Commission, EC), a working group on the integration of the long term unemployed.

This study looks into the availability of data on shortage occupations across the EU member states Public Employment Services, including Norway. It includes information on the methods, indicators and sources used to identify shortages and also presents a proposal for the development of a model for future data collection and exchange on bottleneck occupations in Europe.
The Dutch government’s declared aim is to move from a welfare state to a “participation society” built on citizens’ self-reliance and networking. Large parts of the social security system have been devolved to the municipalities. In response, most municipalities have set up Social Community Teams. The Peer Review held in The Hague (January 2016) discussed the use of SCTs to combat poverty. This report summarises the key issues discussed and the lessons learned.
