This study examines the economic trends that have led to changes in employment and industrial relations in the telecommunications and ICT sectors at national and European level. It is intended to provide an analytical underpinning to establish new demarcation lines of the industry from the view point of the European social dialogue. As such, it is intended as an entry point for the representativeness study in the sector.

This report provides a comprehensive overview of the set-up of social protection systems in the EU. It illustrates the heterogeneity across Member States' social protection systems in terms of their size, structure, and financing arrangements. The document addresses the question of the effectiveness and efficiency of the systems in place, taking a broad approach that accounts for the multiple objectives of social policies and the related social and employment outcomes. Country overviews and relevant data are provided.
The report delivers on the core task of the Social Protection Committee (SPC) to monitor the social situation in the Member States and the European Union. It is prepared by the Secretariat of the Committee and its Indicators' Sub-group. The report provides an analysis of recent trends in the social situation in the Member States and the European Union and shows that there has been little improvement in the overall situation in the EU, although trends are more mixed than in preceding years. Continuing disparities occur across Member States and the situation is worsening in several. The report focuses on the results from the latest edition of the Social Protection Performance Monitor (SPPM), which is based on a set of key indicators for monitoring developments in the social situation.

The 2014 edition examines the fallout of the economic and sovereign debt crisis in relation to industrial relations and social dialogue. It includes in-depth analyses of developments in wage bargaining systems; industrial relations in Member States receiving financial assistance, as well as industrial relations and youth employment. In addition, it presents an update of recent developments in European Social Dialogue and Labour Law.

This report presents the annual review of the Social Protection Committee on the development of social protection policies, including social inclusion, pension, health and long-term care, in the European Union. Focusing on policy measures adopted in the period 2013-2014, the report aims at assessing the main directions of reform efforts in the field of social protection. It is based on social reporting done by the Member States in the context of the National Social Reports. A thematic section is dedicated to youth exclusion as one of the foremost challenges to a social Europe arising from the economic crisis.

This year’s Employment and Social Development Review provides a broad overview of the challenges facing the European Union over the coming years as it slowly emerges from the worst recession in its history. It highlights the scale of the challenges, but also the benefits of continuing to invest in education, training and wider labour market and social policies alongside the actions being taken to restore economic growth in the light of the Union’s 2020 employment and social goals.

Il denaro investito in un’impresa sociale deve essere utilizzato in modo efficiente per realizzare la sua missione sociale. Inoltre, dove viene utilizzato il finanziamento pubblico, deve essere dimostrata una risposta efficiente in termini di risultati o di risparmio della spesa pubblica. È quindi necessaria una misurazione coerente dell’impatto sociale. Nell’ottobre 2012 è stato istituito un sottogruppo di esperti in misurazione dell’impatto sociale da parte del GECES («Gruppo di esperti della Commissione sull’imprenditoria sociale»), al fine di consigliare un metodo da applicare a tutto il settore dell’imprenditoria sociale europea. Ciò aiuta i gestori di fondi sociali a decidere se investire in una determinata impresa e aiuterà gli investitori e i finanziatori a capire se le imprese che hanno sostenuto hanno raggiunto gli obiettivi sociali da loro dichiarati, ma ha anche una più ampia applicazione, sia a livello interno che a livello esterno. La presente pubblicazione illustra gli approcci proposti per la misurazione, utilizzati per la valutazione e il follow-up.
