The Learning Exchange on 7 November 2013 in Vienna was organised as a follow up to the German Peer Review of 24-25 September 2012 on ‘The dual training system – integration of young people into the labour market’ . The Learning Exchange was attended by representatives of Ministries of Employment, Education, and Economy, Public Employment Services and national representations of employers from the host country Austria, and participating countries Bulgaria, Czech Republic, Latvia and Spain. It also benefited from the active contribution of speakers representing employers, chambers of commerce and industry and government institutions responsible for setting the vocational training in Austria and Germany. Bulgaria, the Czech Republic, Latvia and Spain are all in the process of either developing for the first time, enhancing dual training systems or more general work-based learning, so the Learning Exchange was therefore considered to be particularly timely. In addition, it was also useful in considering measures to tackle the current difficulties facing young people in the labour market in many of the participating countries.
