The first peer review of the Commission funded PES to PES dialogue programme was held in Vienna on 22-23 March 2011.
The peer review was hosted by the Austrian Public Employment Service (PES) and was attended by PESs representatives from 13 countries (Belgium, Denmark, France, Germany, Greece, Hungary, Italy, Lithuania, Luxembourg, Netherlands, Norway, Poland and Sweden).
In the context of unacceptably high levels of youth unemployment, largely resulting from the impact of the financial and economic crisis, it was particularly timely that this peer review should focus on PESs approaches and measures to assist in the integration of low skilled young people into employment.
In the third quarter of 2010, the total unemployment rate for young people aged 15-24 in the EU-27 countries reached 20.5% and was thus more than twice as high than the total unemployment rate of 9.3%. The highest level of youth unemployment can be found among low skilled young people (with the exception of a few countries including Greece), in particularly those leaving school with no, or only low levels of educational qualifications.
