The toolkit is intended to support Public Employment Services (PES) in effectively servicing employers.
It provides practical guidance, options and examples from a range of PES on how:
- to design a PES employer strategy,
- to use both flexible and standardised approaches for employer segmentation,
- PES could organise employers' services as part of their organisation and what key competencies are required for employer counsellors.
The toolkit also suggests indicators and targets which can be used to monitor and improve the way PES engage with employers.
