Conference on Activation and integration: working with individual action plans (IAPs)

The third conference under the PES to PES Dialogue programme – the European Commission’s mutual learning programme for public employment services (PESs) – will take place on 8-9 March 2012 in Brussels.

Building upon previous events and relevant research in the field, this conference will provide the opportunity to develop a better understanding of current practices and evidence on the impact of the differential use of IAPs within the wider framework of PES services. In doing so, it aims to contribute to the objectives of Europe 2020 by strengthening the development of personalised services in PES.

The conference will receive keynote presentations on the topics of design and development of IAPs and monitoring and follow-up of IAPs and will discuss national examples of approaches towards IAPs in PES, and the implications for service delivery and the work of employment advisers.

The conference will discuss the following questions:

1. What are the core elements of quality, effective and efficient individual action planning by PES?
2. When should PES resort to external partners and who are the best placed to provide complementary services?
3. How to best cope with tensions in the concrete planning and monitoring process like balancing the requirements of rapid integration and sustainable outcomes as well as of support and sanctioning?
