Child poverty and social exclusion is one of the major challenges facing the European Union and in February 2013 the European Commission issued a major Recommendation on “Investing in children: breaking the cycle of disadvantage’. This Synthesis Report has been produced by the Network Core Team of the European Network of Independent Experts on Social Inclusion, on the basis of the independent experts’ reports covering the 28 EU Member States. It brings together the main findings of the country analyses and draws on these and the Core Team’s overall assessment to put forward a series of concrete suggestions for advancing the implementation of the Recommendation at both national and EU levels. The report on the performance of the EU Progress programme in 2012 provides a key insight into how the programme has fared in meeting EU goals in the fields of employment, social inclusion and social protection, working conditions, equality between women and men and fight against discriminations. It analyses the significant contribution of the activities funded through Progress to the implementation of the Europe 2020 strategy, in terms of policy coordination, implementation of EU laws and support to the main stakeholders. The report supports concrete outcomes by providing them with visibility, focusing on the evolving policy priorities in the relevant policy areas, and the main challenges still facing the EU.
