This evaluation of the European Training Foundation (ETF) analyses the coherence, efficiency and cost-effectiveness of the organisation, as well as providing insights as to the effectiveness and added value of its activities. The report shows that ETF effectively shapes the course of vocational education and training developments in partner countries although steps could be taken to further improve effectiveness in certain areas. Proposals are presented for a new intervention logic, as well as general recommendations for the improvement of the agency's functionality.

Study on the implementation of the autonomous framework agreement on harassment and violence at work – Final report  (21/09/2016)

On 26 April 2007, the European social partners BUSINESSEUROPE, UEAPME, CEEP and ETUC signed an autonomous framework agreement on violence and harassment at work which requires that the member federations of signatory parties cooperate on the improvement of working conditions by establishing and promoting mechanisms to identify, prevent and manage problems of harassment and violence occurring at the workplace. This study and annexes provide an assessment of the implementation of the agreement at national level, while taking into account the procedures and practices specific to management and labour in each country, as well as information on the extent of the phenomenon across Europe.

Ústredným prvkom tohto úsilia je iniciatíva „nového začiatku sociálneho dialógu“, na ktorej spolupracujú inštitúcie EÚ a sociálni partneri, a ktorej
cieľom je ďalej posilniť sociálny dialóg na úrovni EÚ a na vnútroštátnej úrovni.

A new start for social dialogue  (21/05/2015)

Social dialogue refers to the discussions, consultations, negotiations and joint actions that take place between the social partners, namely employers and trade unions, on a wide range of social and work-related issues.
At EU level, social dialogue was launched in 1985 by President Delors at Val Duchesse. Since then, social dialogue has been considered crucial to promote competitiveness and fairness and to enhance economic prosperity and social well-being. Developing and fostering social dialogue is an essential element of the European social model. European social dialogue complements and supports national social dialogue and industrial relations.

Zhrnutie správy o pracovnoprávnych vzťahoch v Európe v roku 2012  (18/06/2013)

Toto zhrnutie sumarizuje vývoj pracovnoprávnych vzťahov od predchádzajúceho vydania správy v roku 2010. Keďže finančná kríza prešla do krízy štátneho dlhu, vládne reformy mali zásadný vplyv na vzťahy medzi zamestnávateľmi, odbormi a orgánmi verejnej správy. Sociálny dialóg bol síce zdrojom odolnosti pri prekonávaní prvých dosahov krízy, ale jeho trvanie a hĺbka viedli k súčasnému nepriaznivému prostrediu pre sociálny dialóg. V zhrnutí sa však poukazuje na význam pokračujúceho, dobre štruktúrovaného dialógu a zdôrazňuje sa odhodlanie Komisie podporovať tento dialóg a posúvať ho vpred.

This report reviews trends and developments in the relationship between workers, employers, their respective representatives and public authorities at national and EU level during 2010-12. It looks at how the continuing crisis and reforms implemented in response may be having a more fundamental impact on industrial relations, as conflict is increasing. In certain countries, fiscal consolidation has resulted in unfavourable settings for social dialogue, especially in the public sector, where reforms have been accelerated. Despite this the report concludes that structured social dialogue is still the right approach for building consensus and ensuring the sustainability of economic and social reforms.
