Study on the implementation of the autonomous framework agreement on harassment and violence at work – Final report  (21/09/2016)

On 26 April 2007, the European social partners BUSINESSEUROPE, UEAPME, CEEP and ETUC signed an autonomous framework agreement on violence and harassment at work which requires that the member federations of signatory parties cooperate on the improvement of working conditions by establishing and promoting mechanisms to identify, prevent and manage problems of harassment and violence occurring at the workplace. This study and annexes provide an assessment of the implementation of the agreement at national level, while taking into account the procedures and practices specific to management and labour in each country, as well as information on the extent of the phenomenon across Europe.

Social dialogue refers to the discussions, consultations, negotiations and joint actions that take place between the social partners, namely employers and trade unions, on a wide range of social and work-related issues.
At EU level, social dialogue was launched in 1985 by President Delors at Val Duchesse. Since then, social dialogue has been considered crucial to promote competitiveness and fairness and to enhance economic prosperity and social well-being. Developing and fostering social dialogue is an essential element of the European social model. European social dialogue complements and supports national social dialogue and industrial relations.

Acest rezumat al raportului prezintă modul în care au evoluat relațiile industriale de la ultima noastră ediție din 2010. Pe măsură ce criza financiară s-a transformat într-o criză a datoriilor suverane, reformele întreprinse de guverne au avut un impact fundamental asupra relațiilor dintre angajatori, sindicate și autoritățile publice. Deși dialogul social a fost un factor de reziliență pentru depășirea primelor efecte ale crizei, durata și profunzimea acesteia au determinat un cadru mai puțin propice dialogului social în prezent. Rezumatul evidențiază totuși importanța continuării unui dialog bine structurat și subliniază angajamentul Comisiei de a sprijini și de a promova dezvoltarea acestuia.

This report reviews trends and developments in the relationship between workers, employers, their respective representatives and public authorities at national and EU level during 2010-12. It looks at how the continuing crisis and reforms implemented in response may be having a more fundamental impact on industrial relations, as conflict is increasing. In certain countries, fiscal consolidation has resulted in unfavourable settings for social dialogue, especially in the public sector, where reforms have been accelerated. Despite this the report concludes that structured social dialogue is still the right approach for building consensus and ensuring the sustainability of economic and social reforms.
