Industrial Relations in Europe 2012  (11/04/2013)

This report reviews trends and developments in the relationship between workers, employers, their respective representatives and public authorities at national and EU level during 2010-12. It looks at how the continuing crisis and reforms implemented in response may be having a more fundamental impact on industrial relations, as conflict is increasing. In certain countries, fiscal consolidation has resulted in unfavourable settings for social dialogue, especially in the public sector, where reforms have been accelerated. Despite this the report concludes that structured social dialogue is still the right approach for building consensus and ensuring the sustainability of economic and social reforms.

The economic crisis presented considerable challenges to industrial relations across the EU. This report reviews trends and developments in the relationships between workers, employers, their respective representatives and public authorities during 2008-10. It begins with an overview of the main characteristics of industrial relations institutions before analysing the strategies and perspectives of social partners and social dialogue developments in the face of the crisis. The report then examines wage bargaining, wage flexibility and minimum wages as well as the implications for industrial relations of the transition to a low-carbon economy. Finally, the report gives an overview of EU-level social dialogue and legislative developments. This publication is available in printed format in English only. The Executive Summary will soon be available online in 23 language versions.

Lena Threoir maidir le Comaoineacha Sóisialta sa Soláthar Poiblí a Chur San Áireamh, tá sé mar chuspóir ag an gCoimisiún Eorpach leas a bhaint as seo trí (a) feasacht na n-údarás conarthach a mhúscailt maidir leis na sochair a bhaineann le hearraí agus le seirbhísí a roghnú a dhéanann dea-thorthaí sóisialta a sheachadadh agus (b) trí mhíniú a thabhairt ar na deiseanna a chuirtear ar fáil trí chreat dlíthiúil an AE atá ann cheana féin chun comaoineacha sóisialta sa soláthar poiblí a chur san áireamh. Sainítear sa Treoir an soláthar poiblí atá freagrach go sóisialta (SPFS) agus tugtar míniú ar a shochair ina dhiaidh sin. Feictear ar SPFS maidir le samhail shóisialta an AE agus leis an gcur chuige dlíthiúil agus beartais san Aontas ó thaobh an ábhair de. Ullmhaítear straitéis SPFS sa Treoir freisin agus tugtar míniú ar conas riachtanais a aithint agus nósanna imeachta soláthair a phleanáil. Tugtar míniú sa Treoir freisin, ó thaobh an dlí de, ar conas a d’fhéadfaí díriú ar chomaoineacha sóisialta ag céimeanna difriúla an phróiseas soláthair (ó shonraíochtaí teicniúla agus critéir roghnúcháin a shainiú, go dtí conarthaí a dhámhachtain agus monatóireacht a dhéanamh ar an bhfeidhmiú ina dhiaidh sin).
