This evaluation of the European Training Foundation (ETF) analyses the coherence, efficiency and cost-effectiveness of the organisation, as well as providing insights as to the effectiveness and added value of its activities. The report shows that ETF effectively shapes the course of vocational education and training developments in partner countries although steps could be taken to further improve effectiveness in certain areas. Proposals are presented for a new intervention logic, as well as general recommendations for the improvement of the agency's functionality.
Study on the implementation of the autonomous framework agreement on harassment and violence at work – Final report
On 26 April 2007, the European social partners BUSINESSEUROPE, UEAPME, CEEP and ETUC signed an autonomous framework agreement on violence and harassment at work which requires that the member federations of signatory parties cooperate on the improvement of working conditions by establishing and promoting mechanisms to identify, prevent and manage problems of harassment and violence occurring at the workplace. This study and annexes provide an assessment of the implementation of the agreement at national level, while taking into account the procedures and practices specific to management and labour in each country, as well as information on the extent of the phenomenon across Europe.

Social dialogue refers to the discussions, consultations, negotiations and joint actions that take place between the social partners, namely employers and trade unions, on a wide range of social and work-related issues.
At EU level, social dialogue was launched in 1985 by President Delors at Val Duchesse. Since then, social dialogue has been considered crucial to promote competitiveness and fairness and to enhance economic prosperity and social well-being. Developing and fostering social dialogue is an essential element of the European social model. European social dialogue complements and supports national social dialogue and industrial relations.

Impact of the structural changes on jobs and industrial relations in the telecommunications and ICT - Final Report
This study examines the economic trends that have led to changes in employment and industrial relations in the telecommunications and ICT sectors at national and European level. It is intended to provide an analytical underpinning to establish new demarcation lines of the industry from the view point of the European social dialogue. As such, it is intended as an entry point for the representativeness study in the sector.
