Social dialogue refers to the discussions, consultations, negotiations and joint actions that take place between the social partners, namely employers and trade unions, on a wide range of social and work-related issues.
At EU level, social dialogue was launched in 1985 by President Delors at Val Duchesse. Since then, social dialogue has been considered crucial to promote competitiveness and fairness and to enhance economic prosperity and social well-being. Developing and fostering social dialogue is an essential element of the European social model. European social dialogue complements and supports national social dialogue and industrial relations.

Tässä raportin tiivistelmässä tarkastellaan sitä, miten työmarkkinasuhteet ovat muuttuneet vuonna 2010 laaditun raportin jälkeen. Talouskriisin kehityttyä valtionvelkakriisiksi hallitusten uudistukset ovat vaikuttaneet perustavanlaatuisesti työnantajien, ammattiliittojen ja viranomaisten välisiin suhteisiin. Kun työmarkkinaosapuolten vuoropuhelu oli ollut kriisinsietokykyä parantava tekijä kriisin varhaisista vaikutuksista selviämisessä, kriisin kesto ja laajuus ovat nyt hankaloittaneet vuoropuhelua. Siitä huolimatta tiivistelmässä painotetaan jatkuvan, hyvin ohjatun vuoropuhelun merkitystä ja korostetaan komission sitoutumista vuoropuhelun tukemiseen ja edistämiseen.

This report reviews trends and developments in the relationship between workers, employers, their respective representatives and public authorities at national and EU level during 2010-12. It looks at how the continuing crisis and reforms implemented in response may be having a more fundamental impact on industrial relations, as conflict is increasing. In certain countries, fiscal consolidation has resulted in unfavourable settings for social dialogue, especially in the public sector, where reforms have been accelerated. Despite this the report concludes that structured social dialogue is still the right approach for building consensus and ensuring the sustainability of economic and social reforms.

The economic crisis presented considerable challenges to industrial relations across the EU. This report reviews trends and developments in the relationships between workers, employers, their respective representatives and public authorities during 2008-10. It begins with an overview of the main characteristics of industrial relations institutions before analysing the strategies and perspectives of social partners and social dialogue developments in the face of the crisis. The report then examines wage bargaining, wage flexibility and minimum wages as well as the implications for industrial relations of the transition to a low-carbon economy. Finally, the report gives an overview of EU-level social dialogue and legislative developments. This publication is available in printed format in English only.
