    The European Digital Competence Framework for Citizens

    The EU has developed the Digital Competence Framework for Citizens — known as DigComp — and a related self-assessment tool. These resources provide people with the opportunity to assess their digital competence and identify gaps in their knowledge, skills and attitudes. Using DigComp will help citizens to achieve goals related to work, employability, learning, leisure and participation in the digital society.

    Upskilling unemployed adults (aged 25 to 64): The organisation, profiling and targeting of training provision

    This review presents an in-depth analysis of funded training provision across Member States aimed at raising the skills of adult unemployed persons (25-64) with low levels of qualifications or inadequate basic skills. The review describes the funding, the institutions responsible for governance and the implementation of training programmes. It maps and provides detailed information of the set-up of training interventions and measures provided to unemployed adults throughout the 33 EEPO countries. The review also explores lessons from comparative analysis, drawing on evaluation findings, highlighting effective design features and considers the role of the European Structural Fund (ESF) in supporting training for unemployed adults. Finally, it outlines the challenges training programmes need to overcome and presents a set of recommendations.

    Policy Brief on Social Impact Measurement for Social Enterprises - Policies for Social Entrepreneurship

    This policy brief on social impact measurement for social enterprises was produced by the OECD and the European Commission. It presents the issues and ongoing debates surrounding social impact measurement and provides concrete examples of measurement methods. It highlights the concept of proportional measurement, in other words balancing up the costs and benefits of the measuring process. The policy brief also looks at guidance and resources for use by social enterprises and how to create a more widespread culture of measurement among stakeholders despite their often limited human and financial resources.

    Support for the work on policy guidance on basic skills for adults

    This study provides the Commission with input to inform policy discussions on adult basic skills. Equally, it can serve to provide Member States and stakeholders with policy guidance and good practice examples in order to increase policy effectiveness, with a focus on enhancing such learning opportunities for adults who lack basic skills and those who left initial education prematurely. It can therefore help to better target spending on adult education and training and the allocation of European Structural Funds towards improving basic skills and strengthen the monitoring by the Commission of country specific recommendations in this area.

    Building knowledge on international cooperation in VET

    Globalised and rapidly changing labour markets need a skilled and mobile workforce that can continuously develop their knowledge, skills and competences to thrive and prosper in this increasingly competitive landscape. Through the Copenhagen process on enhanced European cooperation in vocational education and training (VET) that was launched in 2002, the Commission has been working together with the Member States and the social partners to improve the performance, quality and attractiveness of VET.
