A key tool for monitoring the sector and fostering dialogue at EU level, this second Biennial Report on SSGI provides an update of the economic and employment data presented in the first Biennial Report published in July 2008 (Chapter 1). It also gives an overview of the various initiatives implemented across Europe to guarantee, improve and assess the quality of social services and focuses on the voluntary European Quality Framework developed within the Social Protection Committee, which in many ways represents the culmination of all these other initiatives (Chapter 2). The First Biennal Report on Social Services of General Interest (SSGIs) is a monitoring and dialogue tool which had been announced in the 2006 and the 2007 Communications. The report provides an overall picture of SSGI in the EU. It describes their socio-economic situation and the major economic and societal changes to which they have to adapt. It also looks at the way in which these services adjust to evolving needs and constraints and how the changes affect the organisation, financing and provision of social services of general interest in terms of relevant EU rules.
