This policy brief was produced by the OECD and the European Commission. This policy brief focuses on the informal self-employed and informal entrepreneurs, which together comprise what we define as “informal entrepreneurship”. The policy brief provides estimates of the size of the informal economy and informal entrepreneurship in the EU, investigates its main causes and impacts on the economy, and finally presents a policy framework for formalisation strategies based on the distinction between deterrence, incentives and persuasion measures.

The Missing Entrepreneurs 2014 - Policies for inclusive entrepreneurship in Europe  (18/12/2014)

This publication examines how public policies at national, regional and local levels can support job creation by encouraging business start-ups and self-employment by people from disadvantaged or under-represented social groups in entrepreneurship. It shows that there is substantial potential to combat unemployment and stimulate social inclusion by promoting entrepreneurship in populations such as women, youth, seniors, the unemployed, and migrants, if the specific problems they face can be addressed and if entrepreneurship policies are opened up to all. Policy discussion in this report focusses on business creation from unemployment, entrepreneurship by ethnic minority groups, business development services for start-ups and the interaction between social security systems and inclusive entrepreneurship policies, and offers the inspiration of existing good practices from across the European Union.

This policy brief was produced by the OECD and the European Commission on entrepreneurship by people with disabilities. It presents data on the scale of self-employment and entrepreneurship activities undertaken by people with disabilities and discusses the barriers to entrepreneurship that are unique to people with disabilities. The policy brief also discusses policy approaches to support entrepreneurship for people with disabilities, including increasing awareness about the feasibility of entrepreneurship; developing entrepreneurship skills; supporting the development, acquisition and use of assistive technologies; ensuring access to appropriate financial support; and, improving Internet and IT accessibility. The brief provides examples of successful policy approaches used in the EU as well as inspiring stories about entrepreneurs with disabilities.

This policy brief was produced by the OECD and the European Commission to explore barriers in access to finance by social groups who are disadvantaged or under-represented in entrepreneurship and to describe policies which can address these barriers. It presents data on the extent to which entrepreneurs from disadvantaged groups obtain external finance. It then sets out the traditional policy instruments of grants and soft loans together with newer and emerging policies such as loan guarantees, microcredit, crowdfunding, business angels and Islamic finance. In addition to supply-side instruments, the role of financial education is also explained.
