Social dialogue refers to the discussions, consultations, negotiations and joint actions that take place between the social partners, namely employers and trade unions, on a wide range of social and work-related issues.
At EU level, social dialogue was launched in 1985 by President Delors at Val Duchesse. Since then, social dialogue has been considered crucial to promote competitiveness and fairness and to enhance economic prosperity and social well-being. Developing and fostering social dialogue is an essential element of the European social model. European social dialogue complements and supports national social dialogue and industrial relations.

W streszczeniu opisano zmiany, które zaszły w stosunkach pracy od poprzedniej edycji sprawozdania w 2010 r. Reformy rządowe wdrożone po przekształceniu się kryzysu finansowego w kryzys długu państwowego wywarły zasadniczy wpływ na stosunki między pracodawcami, związkami zawodowymi i organami publicznymi. Na wczesnym etapie dialog społeczny był czynnikiem ułatwiającym przezwyciężenie skutków kryzysu, lecz długotrwała i głęboka zapaść pogorszyła obecnie warunki jego prowadzenia. W streszczeniu podkreślono niemniej znaczenie kontynuowania dobrze zorganizowanego dialogu oraz potwierdzono zaangażowanie Komisji we wspieranie i propagowanie go w przyszłości.

The economic crisis presented considerable challenges to industrial relations across the EU. This report reviews trends and developments in the relationships between workers, employers, their respective representatives and public authorities during 2008-10. It begins with an overview of the main characteristics of industrial relations institutions before analysing the strategies and perspectives of social partners and social dialogue developments in the face of the crisis. The report then examines wage bargaining, wage flexibility and minimum wages as well as the implications for industrial relations of the transition to a low-carbon economy. Finally, the report gives an overview of EU-level social dialogue and legislative developments. This publication is available in printed format in English only. The Executive Summary will soon be available online in 23 language versions.
