Hiring subsidies are an important measure, extensively used by Member States, to promote employment in disadvantaged-worker categories such as young and older people, the long-term unemployed and women. This review maps out the design of such subsidies, and identifies good and effective practices in targeting, funding, monitoring and integrating incentives with other policies. It is intended as a source of mutual learning and transfer of good practices between Member States.

Will the improvement in the position of women on the labour market during the crisis be sustained or slip away with the recovery? Is the divisive issue of undeclared work being effectively addressed? Will all Member States progress equally, or do the weakest risk falling further behind? Have national social security systems been effective and efficient in maintaining incomes during the recession and in addressing their longer-term goals? Do we need to adapt the ways we measure economic and social progress in order to take proper account of inequalities? The report will be available in printed and electronic format in English. This paper considers the impact of social entrepreneurship in European communities, finding that working with such enterprises and helping them develop can result in widespread gains for public budgets. Starting and running such a business can pose a number of problems though, as it must not only overcome entrepreneurial challenges, but also those that arise from the social dimension. The report concludes that promoting policies that create a favourable environment for such entrepreneurs, is crucial for them to fulfil their potential. The number of people aged 60+ is increasing at a fast rate and the result is a rapid increase in the dependency ratio. Alongside the associated risks for the sustainability of public finances, there are many opportunities as older people represent a valuable asset to society. These were discussed at the Peer Review held in Warsaw in October 2012 and hosted by the Polish Ministry of Labour and Social Policy. Representatives of eight Member States, the European Commission and stakeholder organisations attended the event. This report summarises the key issues discussed and the lessons learned. This Synthesis Report has been produced on the basis of the experts’ reports covering the 27 EU Member States. It starts with an analysis of the extent to which Member States have developed integrated comprehensive strategies. Then, it assesses how effective Member States have been in developing measures under each of the three strands. Next, it looks at the resourcing of active inclusion measures both by Member States and by EU Structural Funds and examines the arrangements in place to monitor their implementation. Finally, it synthesises the suggestions made by the experts to strengthen the implementation of the Active Inclusion Recommendation at both national and EU levels.
