Globalised and rapidly changing labour markets need a skilled and mobile workforce that can continuously develop their knowledge, skills and competences to thrive and prosper in this increasingly competitive landscape. Through the Copenhagen process on enhanced European cooperation in vocational education and training (VET) that was launched in 2002, the Commission has been working together with the Member States and the social partners to improve the performance, quality and attractiveness of VET.

Policy Brief on Sustaining Self-employment - Entrepreneurial Activities in Europe  (08/05/2015)

This policy brief was produced by the OECD and the European Commission on sustaining entrepreneurship activities by entrepreneurs in under-represented and disadvantaged groups. It provides evidence on business survival for entrepreneurs from groups that are under-represented or disadvantaged in the labour market and discusses the obstacles that reduce the chances of survival for these businesses. Policy makers can take action to increase the chances of survival for these businesses, including providing training to boost business management skills, providing coaching and mentoring, facilitating access to finance and provide business development services.
This policy brief is part of a series of documents produced by the OECD and the European Commission on inclusive entrepreneurship. The series includes policy briefs on youth entrepreneurship, senior entrepreneurship, social entrepreneurship, evaluation of inclusive entrepreneurship programmes, access to business start-up finance for inclusive entrepreneurship and entrepreneurship by the disabled as a well as a report on ‘The Missing Entrepreneurs’. European Vacancy and Recruitment Report 2014 + Statistical Annex  (23/06/2014)

Low qualified workers encounter increasing difficulties to find a job, face lower job stability and are out-competed by medium-skilled workers even in elementary occupations. In contrast, job opportunities are growing in some high-skilled professions. These are the main findings of the European Vacancy and Recruitment Report 2014. The report also highlights the increase in temporary and part-time work during the crisis and underlines the need to better support school-to-work transitions, to decrease segmentation of the labour markets and to up-skill jobseekers, particularly the low qualified. This paper considers the impact of social entrepreneurship in European communities, finding that working with such enterprises and helping them develop can result in widespread gains for public budgets. Starting and running such a business can pose a number of problems though, as it must not only overcome entrepreneurial challenges, but also those that arise from the social dimension. The report concludes that promoting policies that create a favourable environment for such entrepreneurs, is crucial for them to fulfil their potential. As the population in the EU continues to age, counteracting the resulting demographic forces is becoming increasingly important. Helping these people remain economically active has the potential to have important economic and social benefits, not only for the target group, but for society on the whole. The European Commission and OECD have joined forces to produce a brochure, which emphasises the importance of a shift in entrepreneurship policy within this demographic, to encourage it to become more active. In this context, it examines a range of different initiatives and schemes that could be implemented to promote business start-ups by older people.This brochure will be available online in English, German and French.

European Vacancy and Recruitment Report 2012 + Annex  (07/12/2012)

The European Vacancy and Recruitment Report is the first of a set of biennial reports to be launched by the European Commission as part of the EU Skills Panorama. The report focuses on changes in the demand for labour, including analyses of contractual arrangements, sector demand, occupation demand, growing occupations, difficult to fill vacancies (bottleneck occupations), skills requirements and the market shares of public employment services and temporary work agencies. The report shows that top bottleneck occupations all over Europe are in health, ICT, engineering, sales and finance. This publication is available in electronic format in English only.
