Sozialagenda Nr. 34 wirft einen Blick auf den jüngsten Vorschlag der Europäischen Kommission über konkrete Hilfe für EU-Arbeitnehmer, die ihr Recht auf Freizügigkeit innerhalb des europäischen Binnenmarktes bereits wahrgenommen haben oder diesen Schritt wagen wollen. Wenngleich die EU-Rechtsetzungsakte zur Freizügigkeit der Arbeitskräfte auf das Jahr 1968 zurückgehen, ist vielen, darunter auch auf nationaler oder lokaler Ebene tätigen Beamten, das Recht auf Gleichbehandlung mit den Arbeitnehmern im Aufnahmeland (d. h. Nichtdiskriminierung aus Gründen der Staatsangehörigkeit) längst noch nicht bekannt. Ebenso widmet sich Sozial Agenda – unter dem Blickwinkel von Beschäftigung und Sozialwesen – dem EU-Haushaltsrahmen bis zum Jahr 2020, der Notwendigkeit gemeinsamer europäischer Indikatoren für die Verbesserung der Kohäsionspolitik und dem Europäischen Semester 2013. Mit dabei ist auch eine Aufzählung der Gründe, aus denen „Social Europe“ eine der beliebtesten Plattformen der Europäischen Kommission in den sozialen Medien ist. The sixth edition of the Online Journal follows the European Commission’s recent adoption of a proposal for a Directive, which looks at ways to improve the application of worker’s rights in the EU. The proposed legislation seeks to increase this effectiveness, through a better application of EU law on people’s rights to work in another Member State. Within this context three different experts in the field offer their insights into the current situation, with a specific focus on the dynamics of contemporary forms of intra-EU mobility and ambiguities that currently exist in the rules on access to social assistance benefits for EU citizens when abroad. Produced twice a year by independent academic experts coordinated by the Radboud University Nijmingen, under the supervision of the European Commission, this issue looks at EU citizen’s rights, and features contributions from three different experts. The first one looks at the issue of purely internal situations, following the Zambrano, McCarthy and Dereci judgments. The second considers the consequences of breaches of Union law by private parties, while the third discusses obstacles to temporary and part-time EU workers, focusing especially on the free movement of EU au pair workers.
