Η δέσμη μέτρων για την απασχόληση των νέων περιλαμβάνει μια πρόταση σύστασης της Επιτροπής προς τις χώρες της ΕΕ για την καθιέρωση της Εγγύησης για τους νέους, που θα διασφαλίζει ότι όλοι οι νέοι μέχρι 25 ετών θα λαμβάνουν μια ποιοτική προσφορά εργασίας, συνεχούς εκπαίδευσης, μαθητείας ή πρακτικής άσκησης, εντός τεσσάρων μηνών από τη στιγμή που θα μείνουν άνεργοι ή που θα αφήσουν την τυπική εκπαίδευση.
