Study on the implementation of the autonomous framework agreement on harassment and violence at work – Final report  (21/09/2016)

On 26 April 2007, the European social partners BUSINESSEUROPE, UEAPME, CEEP and ETUC signed an autonomous framework agreement on violence and harassment at work which requires that the member federations of signatory parties cooperate on the improvement of working conditions by establishing and promoting mechanisms to identify, prevent and manage problems of harassment and violence occurring at the workplace. This study and annexes provide an assessment of the implementation of the agreement at national level, while taking into account the procedures and practices specific to management and labour in each country, as well as information on the extent of the phenomenon across Europe.

Λαμβάνοντας υπόψη τη σημασία του κοινωνικού διαλόγου για το ευρωπαϊκό κοινωνικό μοντέλο, καθώς προωθεί την ανταγωνιστικότητα, τη δικαιοσύνη, αλλά και την οικονομική και κοινωνική ευημερία, η Ευρωπαϊκή Επιτροπή προσπαθεί να προωθήσει τον κοινωνικό διάλογο σε όλες τις χώρες της Ευρωπαϊκής Ένωσης. Βασικό κομμάτι αυτών των προσπαθειών αποτελεί η πρωτοβουλία για μια «νέα αρχή για τον κοινωνικό διάλογο», που είναι κοινός στόχος των θεσμικών οργάνων της ΕΕ και των κοινωνικών εταίρων με σκοπό την περαιτέρω προαγωγή του κοινωνικού διαλόγου σε επίπεδο ΕΕ αλλά και σε εθνικό επίπεδο.

Social dialogue refers to the discussions, consultations, negotiations and joint actions that take place between the social partners, namely employers and trade unions, on a wide range of social and work-related issues.
At EU level, social dialogue was launched in 1985 by President Delors at Val Duchesse. Since then, social dialogue has been considered crucial to promote competitiveness and fairness and to enhance economic prosperity and social well-being. Developing and fostering social dialogue is an essential element of the European social model. European social dialogue complements and supports national social dialogue and industrial relations.

The European Commission launched its 6th edition of the EU Social Dialogue Newsletter.

For the first time the Newsletter includes a table showing the follow-up of European sectoral social dialogue 2012 and also the latest overview table summarising the outcomes of European social dialogue in 2013.

Published 3 times a year, the newsletter provides a broad picture of developments in European social dialogue, which is being developed at cross-industry level and through 43 sectoral social dialogue committees.

Σύνοψη της έκθεσης για τις Εργασιακές Σχέσεις στην Ευρώπη του 2012  (18/06/2013)

Η παρούσα σύνοψη της έκθεσης εξετάζει την πορεία των εργασιακών σχέσεων από την τελευταία έκδοσή της, το 2010. Με τη χρηματοπιστωτική κρίση να εξελίσσεται σε κρίση δημόσιου χρέους, οι κυβερνητικές μεταρρυθμίσεις έχουν καίριο αντίκτυπο στις σχέσεις μεταξύ εργοδοτών, συνδικαλιστικών οργανώσεων και δημόσιων αρχών. Ενώ ο κοινωνικός διάλογος υπήρξε παράγοντας ανθεκτικότητας που συνέβαλε στην υπέρβαση των πρώιμων επιπτώσεων της κρίσης, η διάρκεια και το βάθος της δημιούργησαν ένα δυσμενές περιβάλλον για τον κοινωνικό διάλογο. Μολαταύτα, η σύνοψη αναδεικνύει τη σημασία της συνέχισης του καλά δομημένου διαλόγου και υπογραμμίζει τη δέσμευση της Επιτροπής για τη στήριξη και την προώθησή του.

Industrial Relations in Europe 2012  (11/04/2013)

This report reviews trends and developments in the relationship between workers, employers, their respective representatives and public authorities at national and EU level during 2010-12. It looks at how the continuing crisis and reforms implemented in response may be having a more fundamental impact on industrial relations, as conflict is increasing. In certain countries, fiscal consolidation has resulted in unfavourable settings for social dialogue, especially in the public sector, where reforms have been accelerated. Despite this the report concludes that structured social dialogue is still the right approach for building consensus and ensuring the sustainability of economic and social reforms.
