    Annexes to the study on the monitoring report and evaluation systems of the ESF

    The objective of the study is to provide an assessment of the implementation of ESF monitoring and evaluation systems in the Member States for the 2014-2020 programming period and to make proposals on how to improve these systems for the post 2020 period. To this end, three assumptions are considered: a) the scope and delivery mechanism of the ESF remains unchanged, b) ESF is merged in a single fund encompassing most of the human capital activities of the EU, and c) ESF is implemented through conditional support.     ESF Performance and Thematic Reports - The support of ESF to Social innovation

    This thematic report has been prepared in the frame of the “ESF Performance and thematic reports” contract. The aim of this thematic report is to shed light on the contribution of the European Social Fund (ESF) 2014-2020 to Social Innovation (SI), including how social innovation has been integrated into ESF programming and how this was reflected in the first years of implementation. A second goal is to assess how SI contributes to the effective implementation of the policies in the ESF’s scope.

    Synthesis Report of ESF 2017 Annual Implementation Reports

    The present report has been prepared in the frame of the “ESF Performance and Thematic Reports”. It provides a summary of monitoring information reported by Member States in their Annual Implementation Reports as delivered until September 6th, 2017. This reporting cycle covers 2016, and aggregates 2014-2016 implementation data and information.

    Overview contents of report:

    • An assessment of the consistency of reporting by MA and the reporting on progress on general ex ante conditionality 7  based on the AIRs.
    • An overview of the progress made in the implementation
    • An overview of the progress towards the milestones and targets of the performance framework.
    • An analysis of the contribution to the main EU policy objectives
    • Specific actions undertaken by MA

    ESF Performance and Thematic Reports ESF Contribution to the New Skills Agenda Final Report

    The present thematic report is the second deliverable prepared in the frame of the “ESF Performance and Thematic Reports” contract.

    The aim of the report is to assess the contribution of the ESF to the objectives set out in the New Skills Agenda. The study addresses the following four questions.

    • How do ESF Operational Programmes tackle challenges and objectives identified by the New Skills Agenda, and to what extent is the ESF likely to contribute to achieving the main challenges/development needs in terms of skills development?
    • To what extent are Member States / Managing Authorities adapting ESF implementation to contribute to the New Skills Agenda? Are adjustments possible and made when needs change or new needs emerging?
    • What has been the actual contribution of the ESF to the New Skills Agenda to date in terms of achievements and implemented actions?
    • What are the main criticalities identified and what lessons can be drawn for the remainder of the programming period?
