The European Social Fund is sixty years old, like the Rome Treaty which created the European Economic Community. This issue of Social Agenda focuses on what it has achieved so far. As the mid-term interview with European Commissioner Marianne Thyssen in this same issue shows, human capital investment is also key to implementing the latest EU-level employment and social policy developments: The New Skills Agenda for Europe, the Youth Guarantee, the customised pathway put in place for the long-term unemployed, the Action Plan for welcoming third-country nationals including asylum-seekers and refugees, the European Semester Recommendations etc. Looking ahead, Social Agenda n°47 also explains how the European Pillar of Social Rights is taking shape.
The first volume of the study "Planning the institutional capacity building interventions in Italy in the ESF 2014-2020" is a comparative analysis between Thematic Objective 11 of the ESI Funds (Enhancing institutional capacity of public authorities and stakeholders and efficient public administration), Plans for strengthening the administrative capacity (PRA) and Technical Assistance in the Operational Programmes of the European Social Fund. The comparative analysis focuses on the TO11 strategic framework, its complementarities with TO2 and its synergies with the actions foreseen in the TA and PRA.

The second volume of the study "Planning the institutional capacity building interventions in Italy in the ESF 2014-2020" includes summaries that identify, for each ESF Operational Programme, the main information concerning actions and resources dedicated to TO11 of the ESI Funds (Enhancing institutional capacity of public authorities and stakeholders and efficient public administration), Technical Assistance and foreseen in the Plans for strengthening the administrative capacity (PRA).
This study provides an evidence-based review of EU countries' strategic choices in the programming of the European Social Fund. This EU-level report was prepared on the basis of 28 country factsheets. The summary analysis aggregates the variables collected in the country factsheets in order to provide EU level figures. This cross-country analysis also allows to compare the solutions adopted by Member States and clusters of Member States and region, and to identify the main trends across the EU.
Dan il-fuljett jiddeskrivi kif il-Fond Soċjali Ewropew (FSE) jappoġġa lin-nies li kieku jista’ jkun li ma jkollhomx l-opportunità jattendu għal taħriġ, jiksbu kwalifiki u jsibu impjiegi tajbin. Minħabba d-daqs u l-ambitu tiegħu, il-Fond għandu influwenza kbira fuq is-suq tax-xogħol u s-soċjetà in ġenerali. F’xi pajjiżi, madwar 90 % tan-nefqa attwali għal miżuri relatati mas-suq tax-xogħol tiġi mill-FSE. Il-Fond huwa l-għodda ewlenija tal-UE biex tilħaq il-miri tagħha ta' żieda fl-impjiegi, tnaqqis tal-faqar u titjib tal-livell edukattiv mal-Unjoni kollha.
Din il-pubblikazzjoni tispjega kif jaħdem il-FSE, tippreżenta riżultati miksubin s'issa mill-perjodu ta' finanzjament tal-2007–2013 u xi eżempji mill-ħajja reali ta' kif il-Fond għen lil xi wħud mill-miljuni ta' nies li huwa jappoġġa kull sena.
