    The analysis of the outcome of the negotiations concerning the Partnership Agreements and ESF Operational Programmes, for the programming period 2014-2020

    This study provides an evidence-based review of EU countries' strategic choices in the programming of the European Social Fund. This EU-level report was prepared on the basis of 28 country factsheets. The summary analysis aggregates the variables collected in the country factsheets in order to provide EU level figures. This cross-country analysis also allows to compare the solutions adopted by Member States and clusters of Member States and region, and to identify the main trends across the EU.

    Европейски социален фонд — инвестиции в хората

    Тази брошура описва как Европейският социален фонд (ЕСФ) подпомага хора, които при други обстоятелства може да нямат възможност да поучават обучение, да придобият квалификации и да си намерят добра работа. Благодарение на своя мащаб и обхват фондът оказва осезаемо въздействие върху пазара на труда и обществото като цяло. В някои държави близо 90 % от действителните разходи за мерки на трудовия пазар идват от ЕСФ. Фондът е основният инструмент на ЕС за изпълнение на неговите цели за увеличаване на трудовата заетост, намаляване на бедността и подобряване на образователните постижения в целия Съюз.

    Публикацията обяснява как работи ЕСФ, представя резултатите, получени до момента от периода на финансиране 2007—2013 г., както и някои примери от реалния живот, свързани с помощта, оказана на някои от милионите хора, които фондът подпомага всяка година.

    Simplified Cost Options in the European Social Fund - Promoting simplification and result-orientation

    Simplified Cost Options (SCOs) change how we reimburse expenditure under ESF projects. Rather than paying on the basis of real costs backed up with invoices and receipts, we pay on the basis of pre-defined standard scales of unit costs, flat rate or lump sum payments. SCOs are proven to reduce the error rate for the programme and also to reduce the administrative burden for Member States and beneficiaries. They can also help put a greater focus on the outputs and results achieved.

    This report reviews the current and planned take-up of SCOs. It summarises outcomes for the 2007-2013 period and the regulatory improvements on SCOs for the 2014-2020 period. It presents an overview of the planned implementation of SCOs during the current programming period, and the benefits that national authorities derive from them. Finally, it looks at what else needs to be done to increase the use of SCOs. The results represent the most comprehensive estimate available of the use of the SCOs in the ESF.

    Summary of operational programmes supporting institutional capacity building 2014-2020

    This paper summarises 29 operational programmes financed by the European Social Fund and/or the European Regional Development Fund under the objective “enhancing institutional capacity of public authorities and stakeholders and efficient public administration” (thematic objective 11). It was prepared with the view of informing the evolution of the ‘Quality of Public Administration Toolbox for Practitioners’, a practical guide for civil and judicial administrations to the challenges of good governance.

    First results of the Youth Employment Initiative - Final Report

    The Youth Employment Initiative (YEI) launched in 2013 provides funding of €6.4 billion to support youth employment by targeting young people aged below 25 years (or below 29 in some Member States) who are not in employment, education or training and who reside in the regions of the European Union particularly affected by unemployment. This study provides an overview of the implementation progress of the YEI from September 2013 to the end of November 2015 across the 20 eligible Member States. It also includes an in-depth analysis for a sample of countries and key points from the national evaluations.
