Learning Exchanges of the Mutual Learning Programme (MLP) offer rapid, targeted support to EU countries in addressing specific policy challenges and issues by bringing together a small group of government representatives and associated stakeholders to exchange information and experience.
Some Learning Exchanges build on Peer Reviews by examining a specific policy or measure in greater depth. Others are set up separately to the Peer Reviews in order to help EU Member States to deal with specific policy challenges, such as their Country-Specific Recommendations (CSRs).
Participation in the Learning Exchanges is by invitation only. The participants are Member State government representatives, as well as other relevant stakeholders from the host country, where appropriate.
