Through this activity the capacity of regions to invest in and carry out Research and Innovation activities is strengthened through innovation-driven clusters. These clusters consist of business entities (in particular SMEs), regional and local authorities and academia across Europe.

The 2012 call focused on tackling societal challenges, greater integration of SMEs in regional economies and boosting the competitiveness of regional innovation-driven clusters. The call also supported transnational cooperation of clusters that contribute to one or two Europe 2020 Flagship Initiatives: Research and Innovation aspects of the EU's "Digital Agenda" and the development of technologies and services relevant for the implementation of "Resource-Efficient Europe".
Early in 2012, the Urban Europe Joint Programming Initiative, comprising twelve Member States and two Associated Countries, entered its pilot phase with the launch of its first call for proposals. With a budget of €7.5 million the call attracted strong interest.
The Commission, the Urban Europe JPI and the Smart Cities European Innovation Partnership co-organised an event at the EU-China Mayors' Forum called 'Research for Sustainable Urbanisation – Turning Challenges into Opportunities'.
