It mainly contributes to the Europe 2020 "Innovation Union" Flagship Initiative, making the EU more attractive to researchers by offering internationally competitive research careers.

A Communication was adopted in 2012 outlining a strategy to strengthen the EU's excellence and attractiveness in Research and Innovation and its economic and industrial competitiveness. The aim is to tackle global societal challenges and support the EU's external policies through close coordination.

The Strategic Forum for International Cooperation (SFIC) in S&T has continued to work on the three country initiatives: China, India and the US, while a new initiative was launched on cooperation with Brazil. A new cooperation agreement with Algeria was signed. Moldova became an FP7 associated country. An agreement with Switzerland was concluded on its association with the Euratom programme for 2012-2013.
