This activity strengthens the knowledge base required for the development, monitoring and assessment of coherent, coordinated and mutually reinforcing EU and national Research and Innovation policies. It thereby contributes to the Europe 2020 "Innovation Union" Flagship Initiative.

In 2012, the European Research and Innovation Area Board (ERIAB) issued an Innovation Union 'stress test', the results of which will contribute to the 2012 State of the Innovation Union report. The newly established Innovation For Growth group (I4G) presented a report, 'Innovating out of the crisis', and organised a workshop to discuss findings in the context of the EU's 2013 Annual Growth Survey.
The European Forum on Forward-Looking Activities (EFFLA) issued nine policy briefs. Other reports include the 2012 editions of the 'EU Survey on R&D Investment Business Trends' and the 'EU Industrial R&D Investment Scoreboard of the top 1,500 global R&D investors'. A mid-term review underlined the importance of maintaining and developing the ERAWATCH service, an integrated information system for the European Research Area (ERA).
Finally, a call for transnational networking between public procurers to help boost the practice of public procurement for innovative solutions was concluded. Another pilot call was launched to set up two transnational networks of incubators for social innovation.
